Leadership development programme for health facility managers in Southeast Liberia (Grand Gedeh, Grand Kru, Maryland, River Gee and Sinoe)

Type of service: Organisation and delivery of management and leadership training courses, coachings and management circles in 5 counties based on MSH LDP+ methodology
Reports to: Project Director EWH
1) Introduction
Effective leadership and management at all levels of the health system is seen as integral to delivering high quality healthcare for all in line with the Government of Liberia’s Investment Plan to Build a Resilient Health System and the Pro Poor Agenda for Prosperity and Development. In the increasingly decentralised health system of Liberia, responsibility for delivery of local health services lies with the County Health Teams which have direct oversight for over the District Health Teams (DHTs) and health facilities for the daily management and delivery of health care services to communities across Liberia. Every day, health workers in charge of health facilities (Officer in Charge) are faced with the challenge of overseeing staff activities, managing resources while providing needed healthcare to patients from local communities.
While women represent an increasing share of the health workforce (45% in 2016, up from 38%) they are still severely underrepresented in certain management positions, especially at the county and facility level including in Southeast Liberia. An assessment conducted by MOH and GIZ in 2018 showed that one of the barriers to more equal representation of women in management/leadership position is the limited individual management competencies and skills, especially among clinical staff at facility level (e.g. officers in charge). It was therefore decided to implement several targeted leadership development measures and the establishment of peer to peer networks to support the career development of women who are already employed as health professionals in ways that will women’s participation in decision making in the health sector and enhance their chances to take on higher-paid management positions.
On behalf of Germany’s Federal Ministry for Economic Cooperation and Development, GIZ is implementing the German contribution to the “Employment-oriented support to Women in the Health sector (EWH)” project as part of the Liberian-German Health Programme. The project is supporting the government of Liberia through the Ministry of Health of Liberia in improving career opportunities for women in Liberia’s health workforce. The project activities are primarily focused at the MOH central and 5 counties in the South East of Liberia (Grand Gedeh, Grand Kru, Maryland, River Gee, Sinoe).
Against this background, the MOH and GIZ want to support the delivery of a leadership development programme for health facility managers (in particular OICs) in these 5 counties, with a focus on women as beneficiaries of the programme.
The programme shall build on the methodology used for a Leadership Development

Programme (LDP+) currently implemented for the senior management team of the same

county health teams, also with support from GIZ. The LDP+, which was originally developed

by Management Sciences for Health, utilizes an experiential learning methodology for

performance improvement process that empowers people at all levels of an organization to

learn leadership, management, and governing practices; face challenges; and achieve

measurable results. For more details see https://www.msh.org/resources/leadershipdevelopment-program-plus-ldp-a-guide-for-facilitators-0.
The programme complements the GIZ-supported LDP+ for the senior management of the County Health Teams (CHTs) in 5 South-Eastern counties that is currently being rolled out. While that run of the LDP+ focuses on the management of the county health systems the programme targeting (women) health facility managers looks at the central service delivery components under the CHTs.
2) Objective
Specific objective: The personal and technical leadership and management skills of up to 75 health facility managers in the South-East, with a specific focus on women managers, are improved.
The programme shall provide participants with tools and methods to identify challenges in their health facilities, develop measurable results and implement activities to overturn those challenges by applying the leadership and management concepts and techniques.
This shall contribute to both improved health facility management and thus better service

delivery as well as to career advancement for women in leadership in the health sector and

thus more gender equality in higher managerial positions.
