Expression of Interest are invited for Consultancy for Gender/Education Expert to Support the Preparation of a Gender Profile for the Education/Training Sector.

1. The Human Capital, Youth and Skills Development Department (AHHD) at the African Development Bank (AfDB) requires the services of a consultant to prepare a Gender profile in the Education Sector. The purpose of the gender profile is twofold. First, to inform policy dialogue on education through a gender lens; and secondly, to inform upcoming Bank strategic thinking and education-related operations through a gender lens. The cases studies will be on Kenya and Gabon.

This is a Home based consultancy with field missions in these two countries.

2. The services to be provided under the Assignment include:

(i) To identify best practices in effective gender polices and interventions focusing on various aspects of the education sector value chain including the following: access and retention in basic education; learning; access to male dominated trades at the Technical education and vocational training (TVET); women in Science, Technology, Engineering, and Mathematics (STEM) and Science, Technology, and Innovation (STI), education-sector planning and development;

(ii) To assess the institutional capacity of education ministries and other stakeholders to promote gender and education equality in the selected countries;

(iii)To update major needs and concerns with regards to the closing of gender gaps in the education sector and identify the coverage of these by development partners;

(iv) To make recommendation to advance gender equality in the education and training sector. The recommendations will distinguish between (a) gender balanced interventions that can be promoted within the education/training sector; and (b) those that requires and ecosystem approach with some interventions falling under institutions out of the direct control of the authorities in charge of education/training.

3. The Education, Human Capital and Employment Division invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, experience in similar assignments, etc.).

4. The eligibility criteria, shortlisting and selection procedure shall be in accordance with the Bank’s Procurement Policy for recruitment of a cooperate consultant. Please note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include him/her in the short list.

5. The estimated duration of services is three (03) months in full-time equivalent (over a maximum period of 06 calendar months) and the estimated starting date is from mid-August 2018.
