Tenders are invited for Consultancy: Gender Analysis and Initial Study (Baseline) Protection.

The Democratic Republic of Congo is strongly impacted by major social, health and political crises: conflicts between armed groups and Congolese security forces, chronic malnutrition, recurrent epidemics, gender-based violence (GBV), represent major challenges. The province of North Kivu combines a set of humanitarian problems affecting durably and cyclically the populations of this region of the country. The violent conflicts that characterize the area are caused by multiple factors, such as difficult local social, political and economic dynamics. Population movements or pendulum displacements weaken the populations at the economic, physical but also psychological level, making them vulnerable. The events with which the populations in the small North Kivu (south of the province) are confronted, whatever they are (exactions, GBV, loss of the members of their family and their property), are all risk factors for developing a psychological distress, post-traumatic stress or even a mental disorder. Psychosocial support for individuals, which nevertheless allows the reduction or even the disappearance of these psychological manifestations, and which has a direct impact on the capacity for resilience and recovery of individuals, is however absent in the area.

The initial gender analysis and the collection of reference values​​for the key indicators of PUI's protection activities, as well as the deployment of relevant tools for monitoring protection risks, will make it possible to identify exposure to protection risks. of each population group, according to their vulnerabilities, their own capacities and existing power dynamics, as well as the adaptation mechanisms deployed to mitigate these risks and how to reinforce them.

SPECIFIC OBJECTIVES
· Identify pre-existing roles and power dynamics and their evolution and consequences for girls, boys, women and men, including access to and control over resources, and different roles and responsibilities within society ;

· Identify the different access constraints and barriers, protection risks and needs of girls, boys, women and men;

· Provide information on differences in access to health, nutrition, livelihoods, psychosocial and healthcare services, including sexual and reproductive health services, based on gender;

· Analyze the prevalence of child marriage, gender-based violence, early pregnancy, transactional/survival sex and related risks in targeted areas;

· Provide information on the participation of adolescent girls and women in decision- making regarding their own protection and health and the health and nutrition of the family;

· Train PUI staff who will actively participate in gender analysis and in particular in data collection;

· Determine the reference values ​​of the project's protection indicators so that they can be monitored and measured in a relevant and adequate manner, in connection with the guidelines of the BHA donor;

· Equip the PUI Protection team with tools (observations, focus group discussions, surveys with key people, surveys at the household level) that will enable them to conduct, throughout the project, protection risk assessments in the targeted communities by the project;

· Train the key positions of the Protection team in the use of all of these tools.
