Tenders are invited for Consultancy Firm to conduct Technical Assistant and Capacity Building Optimization and Finishing of the New Kru Town Revetment.

BACKGROUND

The Ministry of Mines and Energy through the United Nations Development Program (UNDP) obtained funding from the Global Environmental Facility (GEF) to support the Coastal Add-On Project for Liberia. The project will support the Government of Liberia to Enhancing Resilience of Liberia Montserrado County Vulnerable Coastal Areas to Climate Change Risks.

The Environmental Protection Agency (EPA) in collaboration with the United Nations Development Programme (UNDP) intent to provide technical assistance and conduct capacity building at the ongoing Coastal Defense project’s New Kru Town Revetment.

The project objective is to reduce vulnerability and build resilience of local communities and socio-economic sectors to the threats of climate change in Liberia’s coastal county of Montserrado

For the achievement of the project’s objective two outcomes are to be delivered:

? Outcome 1-Capacity of the climate change secretariat enhanced to drive policy coordination in the coastal county of Montserrado to plan and respond to climate change

? Outcome 2-At the sites of Hotel Africa and New Kru Town an enabling and affordable measures to protect coastal areas against climate change impact are demonstrated ( will demonstrate climate change adaptation strategies at the sites of Hotel Africa and New Kru Town, empowering and protecting the concern communities against climate change).

The project will take an adaptive collaborative management (ACM) approach to implementation, which calls for stakeholders to take an early and proactive role in the mainstreaming exercises, as well as to help identify and solve unexpected implementation barriers and challenges. By taking an ACM approach, project activities and outputs can be more legitimately modified and adapted to maintain timely and cost-effective project performance and delivery. As a National Implementation Modality (NIM) project, and Environmental Protection Agency is the Responsible Party (RP) the consultants will be seated at the EPA.

As part of National Adaptation Plan, the technical assistance and capacity building exercises intend to establish the following:

i) Optimize the of the professional finishing of revetment under construction at New Kru Town, Monrovia;

ii) To design seaward toe of the project design;

iii) To resolve the challenge caused by the absence of proper graded granular filter or geotextile layers between the sand and the amour rocks;

iv) Produce allowable construction tolerances;

v) Recommend means for the maintenance, utilization as well as sustainability of Revetment constructed.

I. OBJECTIVE OF THE ASSIGNMENT

i) The technical assistance is intended to observe the ongoing site operations, build capacity and create a design for the long term sustainability of the revetment. When required, the consultant will recommend need for some additional support by marine rocks construction specialist which might be beneficial for finishing works compliant with marine engineering and construction standards. A comprehensive Design Documentation report will be produce at the end of the consultancy period, including Drawings, Specifications and Bill Quantities;

ii) The consultant will be required to train two crane operators alongside the site manager;

II. SCOPE OF WORK

A. The Consultant shall apply his/her technical expertise to design the revetment according to international standards considering:
a) Stability of the primary amour against waves;
b) Revetment stability against erosion and scour at the toe;
c) Granular filter stability between rock grades and the sand;
d) Wave over tapping performance.

B. The capacity development shall include:
a) The review of the works and the quarry;
b) Training on the planning of the works and explanation of the design;
c) Training on the job of the crane operator for revetment building;
d) Upgrading the work to international standard and visually pleasing;
e) General supervision support.

III. EXPECTED OUTPUTS
The Consultant is expected to achieve the following within the duration stated in the contract:
1. Present a comprehensive report on upgrades done on the project to meet international standard;
2. Proffer applicable recommendations for the sustainability and maintenance of the project;
3. Present a general overview of the current status of the project with pictorial evidences;
4. Present a comprehensive Design Documentation report including Drawings, Specifications and Bill
Quantities
IV. DURATION OF ASSIGNMENT
The consultant is expected to complete the assignment within 30 working days from the date of signing the contract.
REQUIRED COMPETENCIES
V. QUALIFICATIONS
? Relevant post-graduate (Master or PhD) degree is required in Environmental Studies, International
Development, Climate Change, or other related fields
? At least 5 years of relevant experience in revetment construction;
? Strong and proven research and analytical skills;
? Strong knowledge of sea erosion risk and mitigation measures in Liberia;
? Ability to organize his/her work independently, but also to work as part of a team;
? Proven ability to deliver quality output work under tight deadlines and on time;
? Excellent command of written and spoken English.
OTHER SKILLS
? Excellent team player with good interpersonal skills;
? Ability to manage workload and staffs;
? Ability to work under pressure and tight deadlines;
? Ability to work in a multi-cultural environment;
? Ability to effectively communicate orally and in writing English in order to communicate complex,
