Government of Liberia through the Ministry of Finance and Development Planning and the Forestry Development Authority (FDA) as an Implementing Agency received financial support from African Development Bank (AfDB) under the Fund for Africa Private Sector Assistance (FAPA) to promote the private sector by scaling up the participation of Small and Medium Scale Enterprises (SMEs) in the secondary wood processing industry to promote inclusive green growth,
employment and economic diversification in the Republic of Liberia. The project is composed of three components. One of them is on Capacity Development, which demands the hiring of a consultancy firm to build capacities on Small and Medium-scale Secondary Wood Processing Enterprises Development Modules. This will include the training of approximately 60 furniture producers and carpenters on value addition techniques, access to finance, market and marketing opportunities, business management skills, enterprise development planning, group dynamics and price negotiations.

Job Summary/Description

The consultancy firm will undertake four distinct, but interrelated objectives on SMEs Secondary Wood Processing Industry in Liberia including: i) the identification and selection of 20 beneficiaries in each of the three (3) zones to provide series of rudimental training in secondary wood processing that will promote inclusive green growth, employment and economic diversification; ii) develop training modules for the targeted thematic areas for capacity building/skill development for enhancement of small and medium-level secondary wood processing industries; iii) conduct targeted capacity building trainings workshop for the beneficiaries including those identified in the three zones and members of the Chainsaw Milling operators; and iv) work closely with the Project Implementing Unit (PIU) to conduct external training of trainers for selected trained furniture makers and carpenters to serve as technical and administrative heads for the Share Facility Centers.

Minimum Qualification, Skills and Experience:
? Expertise in conducting institutional assessments, using gap analysis and other relevant
tools, drafting and implementing capacity development modules at the enterprise level is a
strong asset;
? Demonstrate experience in providing similar training portfolio exercises under controlled
supervision;
? Experience of liaising with public sector, local NGOs and international donors is a plus;
? Strong organizational, analytical and reporting skills, presentation skills, attention to detail,
and ability to meet deadlines;
? Knowledge of the Liberia context, with preferable experience with Monrovia and environs.
? Previous work experience (at least 5 years) supporting institutional strengthening among
small and medium –scale secondary wood processing enterprises in Liberia is an absolute
requirement;
? Effective trust building, professional integrity;
? Excellent verbal and written communication in English required.

The FAPA Project Management Unit (PIU) of the Forestry Development Authority (FDA) now
invites eligible consultancy Firm to indicate interest in providing these services by giving a
detailed technical proposal clearly demonstrating a thorough understanding of the ToR and
including, but not limited to the description of the methodology; demonstrated previous experience
in similar assignments and qualifications outlined in this ToR, preferably in the form of a writing
sample; proposed data management plan (collection, processing and analysis); proposed
timeframe detailing activities and a work plan; and a financial proposal with a detailed breakdown
of costs (including all applicable taxes) for the study quoted in United States dollars (USD).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance
with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008,
revised July 2012 which is available on the Bank’s website at http://www.afdb.org.
