Background and Justification

AAL is a member of ActionAid International federation headquartered in Johannesburg with member organizations present in over 45 countries. AAL is a unique partnership of people, organizations, and social movements that are committed to ending poverty. The focus is on strengthening the capabilities of people to own and lead their own development. Its mission is to work with poor and excluded people to end unequal power relations and injustice. ActionAid addresses inequalities of power among people living in poverty, with a specific focus on women’s rights. Women are often marginalized in society, therefore ActionAid Liberia works extensively to promote women's and girl's rights to ensure the inclusion of issues that affect women and girls in the current development discourse. We holistically work from a women's rights perspective and challenge patriarchal systems and structures. Issues we work with are for example Harmful Traditional Practices, sexual minority issues, HIV, and economic independence. AAL works with about 150 Communities, 25 Partner Organizations in 8 counties reaching about 35, 000 direct beneficiaries.

Description of Project

ActionAid Liberia implemented a five-year project titled “Enhancing the protection of the rights of women and girls and other discriminated groups in Liberia” (EPR) from the Swedish International Development Cooperation Agency through the Embassy of Sweden in Liberia. The overall goal of the project was to ensure that women, girls, and other discriminated groups across Liberia enjoy fundamental human rights as a result of a strengthened advocacy oriented civil society and evidence of quality responses from local government and the state. The project aimed to empower stakeholders working on access to justice at the sub-national level by creating advocacy strategies aimed at duty-bearers through CSO platforms, which included, CSOs, CBOs, and community level structures. The action sought to increase demand towards subnational and national state institutions to facilitate the provision of quality services from an informed and rights-based perspective. The project used accountability mechanisms and tools to measure the contribution of the state to ensure that the rights of women, girls, and key populations are protected. ActionAid Liberia worked towards building capacity of partner organizations through implementation coordination, resource mobilization, and strategic partnerships.

Direct program intervention covered 49 communities within four counties (Bong, Grand Gedeh, Gbarpolu and Montserrado) over a period of five years. Advocacy and solidarity activities had a three-tier approach; sub-national to national and then global, which were all linked to AAI women’s rights community of practice and international advocacy. The counties selected for the project interventions were based on national research conducted by the National AIDS Commission on most at risk populations and ActionAid’s work on harmful traditional practices. The project was implemented in partnership with national and community-based organizations over the programme period. Partners were selected for their expertise in the respective thematic areas of the project interventions – i.e. women rights, harmful traditional practices and working with key populations. Thus, making project documentation a critical component of the project in documenting the impact made over the five-year period.

Rationale

Documenting lessons learned and success stories from the intervention helps to promote the sharing of evidence-based practices that have proven to be successful in enhancing the rights of women, girls, and key populations in Liberia. The lessons learned will be used to inform future interventions and scale up opportunities. Documenting, also demonstrates the value that AAL has added through this project.

Objectives of the assignment

AAL would like to document achievements realized in implementing this project in a structured manner, focusing on identifying the specific factors of success, summarizing the actual actions being undertaken on the ground and describing the impact of interventions on the lives of those for whom it is being implemented. The documentation will combine human stories, video and voices of beneficiaries with results based on official reports and accounts of technical staff and community leaders. These stories will be shared with stakeholders at national, regional, and international levels.

The specific Objectives of the assignment are as follows:

• Document success stories and lessons learned from the implementation of the project(s),

• Create an information pack from compiled material for distribution to AAL stakeholders and donor

Deliverables and Timeframe:

The consultant will deliver to AAL an inception report demonstrating understanding of the tasks in the ToR and how they propose to accomplish the required tasks. A high-quality information pack (8-12pages) of success stories and 3 – 4 documentaries spelling out AAL’s thematic areas. All deliverables should be submitted to AAL within 3 weeks of signing of the contract.

Reporting

The consultant, during the course of this assignment, will report to the Communication Officer and Program Coordinator with overall supervision from the Head of Program and Policy.
