Tenders are invited for Consultancy-Development of a Tourism Revenue Distribution Strategy.
The consultancy aims to develop a tourism revenue distribution strategy that will guide the future interventions of the park management unit in its engagement with local communities and tourism operators on the subject of tourism revenue that has been shared with park communities.
The strategy should include:
· A review of all relevant Congo laws and government policies relating to benefit sharing.
· A review of all existing tourism revenue sharing and commercial non-tourism revenue benefit sharing schemes currently active in Congo.
· A review of existing tourism revenue distribution practices in NNNP, including consideration of existing Park and community policies, as well as governance standards and the proper functioning of bodies currently involved in revenue distribution tourism.
· An analysis of the impact that existing tourism distribution policies and practices have had so far.
· A review, and recommendations, of the respective roles of the Park, the community and the Park's tourism operators with respect to revenue distribution.
· The presentation of multiple alternative mechanisms by which tourism revenues could be distributed between and among the communities of the Park.
· Consideration should be given to how each mechanism fits into the Park's existing objectives, including its community development strategies and activities.
· Each mechanism should be considered for its potential to create impact (maximizing positives and minimizing negatives) for local communities, the park and park tourism operators.
· Suggested principles that will govern the use of future tourism revenues by Park stakeholders.
· Proposals to reform existing governing bodies or create new governing bodies that will manage tourism revenues shared with the community. A draft of new statutes should be created.
