UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Consultancy to Develop Primary Health Care Strategy and Costing. BRIEF BACKGROUNDPurpose : To hire a competent institution to support the Ministry of Health to develop the costed Primary Health Care Strategy 2024 2030, and its costed Operational Plan 2024-2026.Overarching Objective- Zambia's costed Primary Health Care (PHC) Strategy 2024 2030, and the costed Operational Plan 2024 2026 developed.Specific Objectives- Stakeholders engaged in the development of the PHC strategy and operational plan.-Operational plan of the PHC strategy developed.- Costing of the PHC strategy and operational plan done. BACKGROUNDFollowing the 2018 Astana Declaration on Primary Health Care (PHC) in Kazakhstan, Zambia committed to strengthening and revitalisation of PHC as a vehicle for advancing Universal HealthCoverage (UHC) on 7 April 2019 during the World Health Day commemorations. Emphasis was placed on strengthening health systems to move towards UHC through improving human resources for health, essential health commodities security, health information management systems, health care financing, and leadership and governance; as well as, enhancing public health security and strengthening research and evidence for actions. The actualisation of PHC towards progressive attainment of UHC hinges on delivery of comprehensive healthcare services across the life course, addressing the determinants of health through multi-sectoral policies and actions, and empowering individuals, families, and communities to optimise their health.
