PURPOSE AND OBJECTIVE.
The purpose of the consultancy is to develop a procedures manual for guiding the social worker in the fulfilment of their role, describing in detail the work flow and respective tools to be used and actions to be taken in conducting processes related to children, from the Opening of the cases, provision of service, referral, and closure, whether for full access to necessary and relevant services, or by judicial decision.
METHODOLOGY AND TECHNICAL APPROACH.
The consultancy will combine the revision of existing guiding documents, at national level as well as from other countries with experiences relevant to the context of Mozambique, with meetings with various actors aiming at understanding the current good practices related to the management of the cases related to children, that reach the social action, in Mozambique, in the region and globally.
It is expected that the consultant works in coordination with a team assigned at the MGCAS and from the UNICEF Child protection section, with consultations with other government, non-government and community entities, according to the relevance.
The products of the consultancy shall be shared with the MGCAS and UNICEF, for discussion and approval.
ACTIVITIES AND TASKS.
· Conduct a revision of the existing ToR and guiding documents in the social action sector, for the technicians at district level, and community agents at community level related with the general mandate, and with emphasis to the area of children;
· Develop a registry of the typology of cases linked to children, received by the social action technician in their work;
· Present the initial findings to the multisectorial team for discussion and validation;
· Develop a workflow and chronogram for duration of each phase of the service process;
· Present the product to the multisectorial team for discussion and validation;
· Develop or adapt the roles and responsibilities of the social action technician in the response, according to the various typologies of cases identified, based on the legal instruments;
· Develop or adapt the model forms of de procedures manual, for the workflow according to the various typologies of cases identified, based on the legal instruments;
· Review the workload of the social worker, and propose shifts (additions/subtraction) of tasks and responsibilities, and to whom they should be directed (other levels, formal, informal), based on the legal instruments;
· Present the product to the multisectorial team for discussion, inputs and validation;
· Test the tools with real cases in districts to be defined (MGCAS);
· Present the initial conclusions to the multisectorial team for discussion and validation, in a one-day workshop;
· Proceed to the fine tuning of the tools, based with the testing results and the discussion workshop;
· Present the product to the multisectorial team for discussion and validation;
· Finalize the documents and present for approval.
DELIVERABLES AND PAYMENTS.
Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will reference the contract and deliverable numbers. Payments will be approved by the section chief.

Delivery time frame: 5 days
Product (s): Activity plan developed with the CP and DNC teams and approved
Deliverable 2:
Delivery timeframe: 20 days
Product (s): registry of the typology of cases linked to children, received by the social action technician at district level, developed and approved in consultation with technicians at district, provincial levels, DNC and DNAS
Deliverable 3:
Delivery timeframe: 20 days
Product (s): Proposal of workflow, including duration, with a description of the role os the social worker in each case registered in the typology of cases, validated;
Deliverable 4:
Delivery timeframe: 30 days
Product (s): Proposal of the tools to be used by the social worker in each phase of the workflow, validated.
Deliverable 5:
Delivery timeframe: 15 days
Product (s): Proposal of shifts in the roles of social worker for each type of case, and Alternative of responsibility (other levels, formal, informal) validated.
Deliverable 6:
Delivery timeframe: 30 days
Product (s): Manual finalized, submitted and approved.
MANAGEMENT AND SUPERVISION.
The selected candidate will report to the Child Protection Specialist NO3 and, during the absence of the first, will report to the Child Protection Specialist P4.
This Consultancy id for four (4) months, 10th of September to 10th December 2018 (120 dias). A detailed work plan will be discussed in the inception moment, and a prioritization of tasks and approval of the work plan will be scheduled for the first week of the contract.

QUALIFICATIONS AND SPECIALIZED KNOWLEDGE.
Academic Qualifications:
At least a university degree in Social Work, Social Sciences, including Psychology, sociology. A master degree is an advantage.
Work Experience:
At least 5 years’ experience in relevant work in social assistance children, community work, civil society organizations, and government.
Experience in working with government institutions.
Specific knowledge, competencies, and skills required:
Experience in the development of manuals, guidelines and practical work tools in the areas of social development, social assistance, health, education and other relevant areas.
Knowledge of the local context is required.
Language skills:
Fluency in Portuguese is a requirement
