Expression of Interest are invited for Consultancy to Develop a Business Plan for Land Service Delivery.

The Government of Liberia has received financing from the International Development Association (IDA) towards the cost of implementing the Liberia Land Administration Project (LLAP) by the Liberia Land Authority and intends to apply part of the proceeds of this financing for engaging the services of a consulting firm.

The consulting services (“the Services”) assignment is to develop a Business Plan to provide guidance on the operations of the land service delivery system at the LLA over the next five (5) years. Specifically, the business plan will:

? Define the products and services that LLA should deliver and those that LLA can reasonably deliver over the next 5 years.

? Define the organizational management structure and skills set available and identify skills gap.

? Define the market and the potential customers.

? Describe the business model

? Develop a realistic cash flow or revenue stream from the services over the next five years.

? Recommend, if required, a new or modified land service delivery organizational management structure and required skills and level of staffing to accomplish the goal of the plan

The Liberia Land Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:

Consultant Firm Qualifications

The LLA is in search of an experienced consulting firm with proven capacity and record in developing Business Plans. The awardee should have good knowledge of the land reform process in Liberia particularly the land market and the mandate of the Liberia Land Authority. Demonstrated experience in working and interacting with government partners and other stakeholders, including donors and civil society actors in Liberia in public sector development programs and duly registered with the Government of Liberia and a regular tax payer.

The expected qualifications needed to undertake this assignment are as follows:

Experience:
? At-least 8 years’ experience in business plan development and analysis of land market issues;
? Developing Business Plans for large and complex organizations;
? At least 5 years of working in similar assignments
? Analyzing: (1) markets for land services; (2) different sets/types of services; (3) skills sets and organizational structures required of different groups of functionaries in a large organization;
? Providing costs analysis, projection of income and returns;
? Developing marketing strategy
? Writing business plans
? Developing related policies, procedures and guidelines
? Working with diverse groups of people
? Following strict time frame

The attention of interested Consultants is drawn to paragraph 3.16 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (Regulations) dated July 1, 2016 and revised November 1, 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the selection based on Consultants’ Qualifications Selection method (CQS) set out in the Regulations.
