Tenders are invited for Consultancy for the Conduction of a Technical Study and Market Assessment.

1. Background

CEFA – European Committee for Training and Agriculture (Comitato Europeo per la Formazione e l’Agricoltura) is an Italian NGO, founded in 1972, whose works lays its foundation on the principles of solidarity and cooperation between different regions of the world in the name of Justice, Human Rights, and Peace. CEFA believes in strengthening local institutions, aiming to improve livelihood opportunities for local communities and households’ living conditions through capacity building, awareness raising and advocacy for the protection of vulnerable children and fundamental human rights. Currently, CEFA is running programs in 10 different Countries across Africa, Latin America, and Europe.

CEFA has been working in Somalia since 1992 mainly in Middle and Lower Shabelle and in Puntland. CEFA’s operations in Somalia characterized by a participatory approach with the full involvement of the local communities in the action management cycle and by Public-Private Partnerships (PPP), an agribusiness venture that is funded and operated through a partnership of government, one or more private sector companies, and CEFA. In Somalia, CEFA has been implementing EU, Italian Cooperation, OCHA and FAO funded actions dealing mainly with canals rehabilitation and building of water infrastructures, agricultural inputs distribution and training to farmers, strengthening of sesame and palm date value chains.

2. Brief outline of the project:

The project Economic Development and Livelihoods Support for women, youth and rural households in Jowhar District, Somalia is funded by Somalia Stability Fund and will be implemented in Jowhar District, Hirshabelle State, Somalia. It includes three main components:

1. Support and diversification of the agricultural production of small-scale farmers

2. Establishment and rehabilitation of economic infrastructures

3. Improvement of market access and linkages with the private sector

The agricultural intervention foresees to support small-scale farmers’ production and marketing in Jowhar District through: a) creation of 2 Farmers Field Schools; b) training of farmers, women, youths and IDPs on Good Agricultural Practices, sesame production and processing, and beekeeping; c) inputs distribution; d) sesame seeds multiplication; d) creation of honey and sesame processing units; e) establishment of sesame oil and honey processing unit. The project also encloses a Nutrition-Sensitive Agriculture program to address malnutrition especially among women and vulnerable youths. The Overall Objective is to contribute towards the reduction of conflicts and the enhancement of stability in Somalia. The Specific Objective is to strengthen livelihoods and to improve food security of rural households, with a specific focus on women and youth, to reduce their conflict vulnerability.

3. Scope of work

The Consultancy contract will fall under the above-mentioned project and the consultant will work in collaboration with the CEFA Project Coordinator on the activities concerning the development of a Technical and Market Study. Here as follow, the detail of the 3 main deliverables to be achieved through the consultancy contract. In collaboration with the CEFA Project Coordinator and under his supervision, the Consultant will provide support to define the best strategy for the implementation of the project, with due respect to CEFA’s rules and regulations.

4. Starting date

As soon as possible, not later than the 15th of September 2018

5. Expected Timeframe for the Assignment

The assignment will begin approximately September 15th, 2018 and will end after 15 days from the starting date. Deliverables are expected to be completed within the validity of the consultancy contract.

6. Deliverables

Deliverable 1: Technical Study

1.1 Technical, feasibility and market assessment of the agricultural and income generating activities included in the project design, namely: a) sesame value chain support, b) sesame seeds multiplication, c) sesame oil processing, d) nutrition-sensitive agriculture, f) beekeeping

1.2 Identification of the most suitable nutrition-sensitive crops and products to be promoted in the area of intervention under the Nutrition Sensitive Agriculture component1.3 Development of business plans for the proposed economic infrastructures (sesame oil processing units, honey processing units and Farmers Field Schools)

Deliverable 2: Market Analysis on the agricultural sector in the area of intervention

2.1 Research on the best market-oriented opportunities related to the agricultural sector and the proposed project’s activities in the area of intervention.

2.2 Identification of the most appropriate and effective strategies and approaches to strengthen sesame production and marketing in Middle Shabelle.

2.3 Identification of the most relevant actors and networks to partner with in order to maximize the impact of the project

2.4 Analysis of the best opportunities to create synergies with local authorities and with the private sector for the implementation of project activities

2.5 Gendered context analysis to inform the targeting of project activities, to ensure inclusion and to mitigate against conflict

2.6 Identification of other development agencies during complementary work in the target locations and how the project can leverage the other interventions

Deliverable 3: Needs Assessment of targeted communities and local authorities

3.1 Training and inputs distribution needs assessment for project beneficiaries (local farmers, youth, women, and IDPs)

3.2 Training needs assessment for local authorities on sesame value chain, seeds multiplication, honey value chain.

3.3 Identification of the most appropriate agricultural training modules to be undertaken in the project area.

7. Minimum qualifications and selection criteria

· Minimum 5 years’ experience in agriculture, nutrition, and related fields;

· Deep knowledge of Somalia context (at least 5 years of experience in the country);

· Demonstrated experience in conducting agricultural, nutrition and market assessments (experience of a similar assignment in Somalia will be an advantage);

· Solid analytical, result based planning, report writing, communication and diplomacy skills with the ability to correlate different data sets to actionable conclusions;

· The final report should be written in English in a user-friendly format.
