I. BACKGROUND AND JUSTIFICATION
In Guinea, the issue of employment, especially youth employment, remains crucial and constitutes a major challenge for the State. The persistence of poverty, especially in rural areas, the extreme youth of the population (77%) [1] and the exodus to the cities, all contribute to the question of employment.

In the face of this challenge of youth unemployment and underemployment, important policy and program initiatives are being implemented by the Government and its partners, including civil society, to reduce the unemployment and unemployment rate. underemployment of young people.

To these factors can be added illiteracy, the low level of education, their weak technical and managerial skills (limited knowledge of business plan editing techniques, accounting and finance, etc.), the high level of risk. experienced by financial institutions who find it risky to finance young people for the start of income-generating activities (IGA), the lack of precise information on microfinance institutions (MFIs) and their offers, the administrative procedures for the creation of their companies among others.

These are all factors that not only limit the quality of activities, but mainly constrain the formalization of businesses run by young people.

However, the lack of niches of insertion, resulting in the impoverishment of the juvenile layer, places this category of the population on the hazardous paths of irregular emigration. In Guinea, since 2015, a period coinciding with the "migration crisis" in Europe, we are witnessing a real race towards irregular migration of young people. Indeed, Guineans are among the first contingents of migrants arriving in Europe. In 2018, with 8, 433 asylum seekers, they represented the second largest community seeking protection in France, behind the Afghans (facing an armed conflict for more than 15 years). In the same year, one-third of unaccompanied minors in France were Guineans, or 5, 227 persons under the age of 15 [2].

In a similar vein, the analysis of the feasibility of implementing a business incubator in the area seems equally appropriate.

II. PRESENTATION OF THE STUDY
The main objective of this study is to evaluate the socio-economic situation of the Mamou Administrative Region, in order to better integrate the economic and social components in the creation of youth employment on the one hand, to increase and improve the provision of youth employment accelerator services in general and IOM returnees in particular.

The direct beneficiaries of this project are the FONIJ, the citizens and the entrepreneurs who consume this service, the SMEs and, above all, the young people and the women beneficiaries of the IOM. Indirect beneficiaries are all citizens of the country, especially those living in rural areas.

The specific components of the study are:

Make the socio-economic study that aims to identify the different sectors of growth;

Set up a business incubator;

Foster local skills and entrepreneurship in the local economy;

Propose to IOM beneficiaries a list of promising sectors in their region

The coordination of this study is provided by FONIJ and IOM.

III. OBJECTIVES
The main objective of this study is to assess the socio-economic situation of the Administrative Region of Mamou, in order to better integrate the economic and social components in the creation of jobs for young people on the one hand, and to carry out a study of feasibility with an Action Plan for the establishment and operationalization of a business incubator in the Mamou administrative region.

Specific objectives include:

· To highlight the historical, social, demographic and ethnic characteristics of the region as well as the main causes of departure of young people;

· Identify the promising activities of the region;

· Identify the operational companies, their needs, their capacity in terms of staff recruitment, including opportunities, threats, strengths and weaknesses of these companies;

· Produce a feasibility study for the creation of an incubator that highlights business opportunities for project proponents, target predisposition and business start-up difficulties in the region.

· Ensure the technical implementation of the project (creation of a business incubator), its viability and the economic and organizational implications;

· Define the referencing conditions of the projects already implemented by the returned to the incubator

· Justify the project in terms of quantified, realistic, measurable, achievable and temporarily defined objectives according to the SMART method (or a better justified method) while presenting the means to achieve them.

IV. EXPECTED RESULTS :
The studies will provide the following results:

· A report of the socio-economic study of the Mamou Administrative Region is available;

· The list of existing companies in the region with their specific needs is available,

· A report of the feasibility study on the creation of an incubator is available with the consideration of specific objectives;

· A budgeted project document on the creation of an incubator, together with an operational action plan is available with the consideration of specific objectives.

V. CONDUCT OF THE MISSION
The mission will take place in four stages that are:

Step 1: Framing the mission and presenting the methodology

At the start of the mission, a framing meeting will be organized with the consultant to harmonize the understanding of the terms of reference and the approach to be followed for a good execution of the mission.

The consultant will provide the validation committee set up by the FONIJ-OIM coordination, the methodology and the schedule or the detailed schedule of execution of the mission for the validation.

Step 2: Collecting useful information

Step 3: Preparation of the incubator implementation report

The consultant will provide a report of the establishment of the incubator with a proposal of the necessary elements (material and human resources) to its operationalization and its durability. It will define a management and operating standard (organization chart, infrastructure, expected services, nature of the incubator) in addition to a strategic plan over a period of five (05) years.

Step 5: Final report preparation

The elaboration of the final project document for the creation and operationalization of a business incubator should be a synthesis of the documents produced above. This project will be shared and validated as part of a technical workshop with stakeholders, resource persons and other structures involved in the promotion of young entrepreneurship in the Republic of Guinea.

VI. MISSION OF THE CONSULTANT
On the basis of the proposed schedule, the consultant will need to establish a work program for the study and include it in his offer as well as the approach chosen to carry out the data collection, processing and analysis activities and for the report of the study.

The consultant is required to perform the entire mission in accordance with the present terms of reference. He will make every effort to carry out his mission with integrity and in the rules of the art.

He shall inform FONIJ and IOM, in writing, of any factor which may cause a delay in the performance of the tasks assigned to him.

VII. SPONSOR'S OBLIGATIONS
IOM and FONIJ undertake to provide the documentation available to the consultant for the collection of information and the organization of meetings with stakeholders. They also undertake to validate as soon as possible (5 working days following the signature of the contract the various deliverables that will be produced by the consultant through the validation committee that will be set up.

VIII. PROFILE OF CONSULTANT
The consultant should have good knowledge of the world of young entrepreneurship, have proven experience in studies on entrepreneurship and incubators, assistance with setting up structures or good practices in this field and having conducted at least two studies of similar complexity. He must have at least four (4) years professional experience.

In addition, the consultant will:

Have a good knowledge of the normative framework, national, international and / or regional, on the issue of young entrepreneurship,

Ability to analyze and interpret information on the business environment of micro and small enterprises in developing countries, specifically those of Guinea and West Africa;

Be familiar with the resource mobilization tools of Guinea's potential partners working on the issue of youth entrepreneurship and their economic empowerment;

Demonstrate excellent oral and written communication skills in French;

Have communication skills and work under pressure in a multicultural environment.

IX. DELIVERABLES AND MONITORING OF THE MISSION
The expected deliverables are those mentioned in step 5 above, taking into account the specific objectives in point 3.

The various reports and synopses will be written in French. They will be delivered in paper (02) copies and in electronic version. A CO validation committee chaired by FONIJ's executive management and IOM will be set up, whose composition will be communicated to the consultant selected at the launch meeting of the study. Follow-up meetings and a validation workshop will be planned and held to progressively evaluate the various documents developed.

X. INTELLECTULLE PROPERTY
Deliverables produced at the end of the study are the property of IOM.
