The specific objectives of the assessment are as follows:
Assess existing instruments or tools, indicators, methodologies and information systems in relation to M&E tools for HIV, TB and COVID-19 services?
Propose M&E tools or package to strengthen existing tools or develop migrant friendly health services M&E tools where non existent
Qualifications and Experience The successful consultant should have the following qualifications and experience: ▪ Advanced university degree in social sciences, public health, international relations, development study, research or other relevant field ▪ Extensive knowledge of migration and public health system in Southern Africa ▪ The team leader has at least 10 years proven record of producing high quality and credible assessments of health programmes particularly HIV/AIDs and TB (a sample will be required) preferably in Southern Africa. ▪ Ability to think strategically and to analyse systematically ▪ Experience in presenting complex data and information to various stakeholders ▪ Experience with working in an international development context ▪ Excellent communication skills ▪ Excellent written and spoken English ▪ Strong writing and analytical skills ▪ Strong interpersonal and communications skills ▪ Excellent written and spoken English and Sesotho
Review of migrant friendly service delivery model:
Review different models of care developed in Lesotho and similar settings in the region to service migrant populations
Provide recommendations on which model may work best compiling and documenting stakeholders suggestions for improvement Review of monitoring and evaluation tools:
Review of existing tools to assess friendliness of health services for migrants
Propose M&E tools or package to strengthen existing tools or develop migrant friendly health services M&E tools where non existent
