Expression of Interest (EOI) are invited for Consultancy to Conduct a Human Resource Planning Audit and Strategy Development for the Gambia Telecommunications Company. BACKGROUND
The Gambia TelecommunicationsCompany Limited ("Gamtel") is embarking on an organizational change as part of its overall plan fortransformation and to reposition itself as the leading telecommunications company in The Gambia. Such transformation and repositioning will depend on qualified human resourceswho are knowledgeable in technological innovations associated with the emerging networks and applications. Personnel must be ableto support new and innovative services for Gamtel countrywide and possibly the West Africa Region. The transformation process ofboth Gamtel and Gamcel is an important step in improving to become more effective and a more customer centric organization andsignificantly improve its market position and revenue performance.
The Project Implementation Unit of West Africa Regional CommunicationsInfrastructure Programme (WARCIP) therefore wishes to recruit a consultant firm to conducta Human Resource Planning Audit and Strategy Development for the Gambia Telecommunications Company(GAMTEL).
OBJECTIVES
The objective of this study is to focus onthe re-alignment of the human resourcecapital with the new organization's transformation and determine an appropriate strategy of handlingthe same. Specifically it isintended to assess the magnitude of eachaspect in terms of monetary and non-monetary costs, match the same with the prevailingresources and constraints and develop a suitable strategy as a way forward.
3. REPORTING AND TIMESCHEDULE
The consultant is expected to submit a draft report, covering the following:
A. Present labour force in appropriate categories indicating the recommended ideal labour force for the envisagedtransformation of Gamtel
A. Excess labour force or redundant labour force per category in each region, district, zone, departmentetc.
A. Financial costs involved in case of layoff of the excesslabour force
A. Possible sources of financing the lay off or redeploymentif any and the financial implication to the company therein
A. Alternative scenarios of funding the layoff e.g. throughnon-momentary means such as transfer of non-performing assets such as residential buildings, or equity holding in non-core units, or even equity holding in the new organization
A. A feasibility/ possibility of workers taking overnon-core activities
A. A comprehensive strategy for the restructuring of thelabour force
A. The consultant is expected to develop a comprehensiveplan and timetable for implementation of the labour restructuring programme. The Consultant is also required to identify TechnicalAssistance (TA) needs to oversee the implementation of labour restructuring programme
A. Services should beprovided over a period of 90 calendardays from Effective Date of thecontract
4. QUALIFICATION ANDEXPERIENCE
The consulting firm should have the following qualifications, experience, skills, andknowledge:
The Consultant firm should have at least ten years ofdemonstrable experience in labour issues in general and telecommunications sector in particular.
The consultant firm's staff should have broad knowledgeof the telecommunications sector, adequate methodologies and analytical tools.
Experience of the staff in similar assignments in Africaand specifically in The Gambia in other sectors would be an advantage
SELECTION METHOD:
Shortlisted consultants will be selected on the basis of Expressions of Interest submitted; selection shallbe based on the Quality and Cost based Selection method (QCBS) method in accordancewith the guidelines "Selection andEmployment of Consultants Under IBRD Loans And IDA Credits & Grants by World Bank Borrowers dated January2011".
6. SUBMISSION OFEOI:
