Consultancy to Assess the Implementation Process, Cost-Effectiveness, and the Impacts NUSAF3 Economic Inclusion Interventions in Uganda

In 2003, the Government of Uganda with financing from the World Bank implemented the first Northern Uganda Social Action Fund (NUSAF) as part of the Uganda broader Northern Uganda Reconstruction Program post the LRA insurgence. The project used the Community Driven Development (CDD) approach, through local governments, to improve access of beneficiary households to income-earning opportunities and better basic socio-economic services. This was followed by the second and the third Northern Uganda Social Action Fund, (NUSAF). The projects had three key areas of interventions and they included: (i) livelihood investment support through community based public works program (PWP), income generating activities, provision of skills for creation of self-employment and productive assets for the targeted poor community households in Northern Uganda; (ii) community infrastructure rehabilitation to improve access to basic socio-economic services including: rehabilitation of schools, community water points, community access roads, health centers, teachers houses, sanitation facilities, and basic solar lighting systems through provision of grants and; (iii) support for institutional development at the national, district, sub-county and community levels to support project implementation and activities aimed at improving implementation, accountability and transparency in service delivery.

The Project Development Objectives (PDO) of the Third Northern Uganda Social Action Fund (NUSAF3) Project implemented from May 2015 to June 2021 was to provide effective income support to and build the resilience of the poor and vulnerable households in Northern Uganda. Under NUSAF3, the project incorporated three significant innovations aimed at enhancing replicability, scalability and sustainability of the interventions supported under the operation.

These innovations were:
(i) the watershed planning model was introduced in the project area with the watershed being at the parish level to support the implementation of Labour-Intensive Public Works (LIPW) and Integrated Household Income Support Program (IHISP) being implemented at the watershed level to encourage systematic and sustainable natural resource management and development. Since the parish chiefs were few and often busy, the community facilitators were recruited to support districts and local governments in the implementation.
(ii) the Village Revolving Fund (VRF) and mandatory Self-Help Groups (SHGs) within the Sustainable Livelihood Pilot (SLP), a financial mechanism with the potential for replicability and sustainability beyond the operation's lifetime and provides an opportunity for active participation of the community while building strong and reliable community institutions and community ownership. The main activities under the VRF were community organisation, promotion of group savings, and lending.

(iii) Disaster Risk Financing (DRF), which, in turn, included two significant innovations: the upfront allocation of financial resources to allow for rapid disbursement and the incorporation of a second source of data in addition to satellite data to trigger DRF response based on the annual assessment of food security performed by other development partners to ensure that households are able respond to disasters.

These innovations (i) and (ii) have been integrated into other WB-Government of Uganda projects such as the Development Response to Displacement Impact Project (DRDIP). The watershed model has received attention of government and contributed to the design of the Parish Development Model (PDM). The PDM is GOUs framework for enhanced local economic development and service delivery. The economic inclusion interventions are specifically aligned to the PDM Pillar 3 Financial Inclusion Pillar that is expected to enable participation of subsistence households in the financial sector and adoption of the VRF model. The vision is to ensure that all households have access to and use of affordable financial services to support their livelihoods and enhance household participation in production, processing and marketing enterprises.
