1. Background

On November 29th, the Global Environment Facility (GEF) Secretariat approved a Project Identification Form (PIF) for USD 4, 408, 200 project on the Conservation of Liberia’s coastal natural capital. See full PIF below.

The project entitled “Conservation and sustainable use of Liberia’s coastal natural capital.” will be executed by the Environmental Protection Agency (EPA) of Liberia and Conservation International (CI) Liberia. A Project Preparation Grant (PPG) has been awarded to enable preparation of the full Project Document (ProDoc), based upon the approved PIF.

The main objective of this project is to “Improve conservation and sustainable use of Liberia’s coastal natural capital by mainstreaming the value of nature into Liberia’s development trajectory.” The project has three components including:


i. Component 1: Natural Capital Accounting (NCA) in coastal ecosystems: This component aims to build the foundation for Natural Capital Accounting (NCA) in Liberia to ensure that the value of biodiversity and ecosystem services, particularly for coastal areas, is incorporated into national decision-making;

ii. Component 2: Innovative financing schemes for conserving coastal natural capital. This component aims at increasing and diversifying resource flows for the sustainable management and restoration of mangrove and coastal ecosystems; and

iii. Component 3: Community incentives to conserve and sustainably manage natural capital in coastal ecosystems. This seeks to establish a locally appropriate delivery mechanism that can channel payment for ecosystem services (PES) to communities providing the services.

2. Purpose of the consultancy

The purpose of this consultancy is two-fold: (i) establish ecological and socio-economic baseline for the project, and (ii) lead the development of the Project Document (ProDoc) for CEO approval.

3. Scope of work
To increase and diversify resource flows for the sustainable management and restoration of
mangrove and coastal ecosystems, the Consultant will assess the existing financial resources from
public and private sector for the conservation and sustainable use of natural capital along Liberia’s
coastline; identify and assess market-based conservation-friendly enterprises along the coastline;
identify and assess potential carbon-based financing mechanisms for coastal ecosystem
conservation; and identify mechanisms to be put in place to ensure a steady flow of sufficient
financial resources for the conservation and sustainable use of coastal natural capital in the long
term.
For the development of the Project Document (ProDoc), the Consultant will lead the development of the
CEO Approval Package for the medium-sized GEF project “Conservation and sustainable use of
Liberia’s coastal natural capital.” Drawing on the approved PIF and incorporating input from the
GEF Secretariat, the consultant will be responsible for preparing the CEO Approval Package
which includes the CEO Approval template, the CI-GEF ProDoc, developing a detailed resultbased
project framework and incremental cost analysis, developing all safeguard plans (minimum
requirements are: Stakeholder Engagement Plan, Gender Mainstreaming Plan, a process
framework for the potential restriction of access to and use of natural resources, and an
Accountability and Grievance Mechanisms) and draft the budget for implementation.

4. Key tasks
The consultant will work closely with CI Liberia and EPA to undertake the following tasks.

On assessing financial resources:
a) Assess the existing financial resources from public and private sector for the conservation
and sustainable use of natural capital along Liberia’s coastline including a review of the
revenue, expenditures and financial needs of the existing coastal protected areas
b) Conduct feasibility and market assessments for conservation-friendly enterprises
c) In collaboration with CI and EPA, identify the key species to be conserved under this
project
d) Identify and assess potential carbon-based financing mechanisms for coastal ecosystem
conservation;
e) In conjunction with relevant agencies, identify mechanisms to be put in place to ensure a
steady flow of sufficient financial resources for the conservation and sustainable use of
coastal natural capital
f) Produce a draft report;
g) Present the draft report/results to stakeholders and incorporate comments and feedback;
and
h) Produce and submit final report
On ProDoc development:

a) Undertake a review of relevant literature and documents on natural capital accounting, including government and donor strategies for conservation of coastal ecosystems. The literature review will ensure alignment with existing related work and avoid duplication of efforts;

b) Consult with key stakeholders to solicit their input into the development of the ProDoc including the project work plan. These consultations should take place in person, via
telephone, electronic conferencing and or workshops and should at minimum, involve
identified representatives of CI, and Environmental Protection Agency of Liberia;
c) Interact closely with CI, EPA and other stakeholders to encourage cross-fertilization of
ideas and ensure coherence between the design of the GEF Conservation and sustainable use
of Liberia’s coastal natural capital project and the overall direction of Liberia’s national
conservation strategies including National Biodiversity Strategy and Action Plan, Liberia
National REDD+ strategy; Liberia's National Policy and Response Strategy on Climate
Change, etc.
d) Work with CI Liberia and EPA team to prepare a presentation on the first draft of the
ProDoc to key stakeholders during the first stakeholder consultation meeting/workshop.
e) Informed by the literature review and input from the GEF Secretariat, CI Liberia, EPA,
CI-GEF Project Agency as well as a final stakeholder validation workshop, prepare a final ProDoc and GEF-CEO Approval Document for a medium-sized GEF project based
upon the approved PIF and GEF feedback documents.
5. Deliverables
i. By 1
st May, 2018 an inception report is produced and submitted to CI Liberia. The
inception report should include: methodologies, approaches and tools to conduct the
financial resources assessment; and a detailed work plan and schedule;
ii. By 1st June, 2018 the first draft report of financial resources assessment for sustainable
management and restoration of coastal ecosystems is produced and submitted to
project team for review and comment;
iii. By 15th June, 2018 the second draft report of financial resources assessment for
sustainable management and restoration of coastal ecosystems is produced
incorporating all feedback and comments from the project team;
iv. By 30th June, 2018 a final report on assessment of financial resources for the
sustainable management and restoration of coastal ecosystems is produced.
v. By 1st July, 2018, a zero draft of the ProDoc and inception report, using the outline
provided by the CI GEF Project Agency, the approved PIF, the GEF Secretariat’s
comments on the PIF and additional information provided by CI and EPA. This draft
will indicate gaps that need to be filled and sections requiring elucidation and is
intended to be a guide for further preparation of the contents.

vi. By 15th August 2018, a first draft of the ProDoc which incorporates all the comments from GEF Secretariat, CI Liberia, EPA and the CI GEF Project Agency, first round of consultations, input from the 1st stakeholder workshop etc., will be submitted to the project team for review and comment.

vii. By 22nd September 2018, a second draft of the ProDoc, incorporating all feedback and comment from the project team and stakeholder workshops, which will be submitted to CI, EPA and CI-GEF Project Agency for review and comment. This draft will respond to comments from the project key stakeholders and the inception meeting (task e above); and the first drafts of the environmental and social safeguard action plans

viii. By 30th November 2018, a final draft of all documents, which responds to the comments from the CI-GEF Project Agency, CI, EPA and the GEF Secretariat

6. Period of performance
This consultancy will commence on 30th April, 2018 and end on 30th November, 2018.
7. Services Provided by CI Liberia and EPA
Upon award and signing of the contract, CI Liberia and EPA project leads will provide the
consultant with an initial orientation and all relevant background documents Each of the Project
leads of CI and EPA will be available for ongoing conversations, to clarify expectations about the
process and outputs.

8. Contract Type

Conservation International will issue a fixed-price contract for this work. As per the consultant’s proposal and subsequent negotiations, the contract will include a set of fixed payments based on submission and acceptance of deliverables indicated in 5 above. CI Liberia will accept proposals from individuals, consulting firms or organizations. CI Liberia anticipates that the work will be completed by a single person. If a team of people is proposed, CI Liberia intends to execute a consulting contract with a single individual, firm, or organization, which will serve as the lead entity and be responsible for contractual and financial arrangements with all others.

9. Location of Work

The consultant shall work from their base of operations and will be required to visit Liberia to conduct field survey/assessment, and for the presenting draft ProDoc to stakeholders and validation workshop.
