Background

The Communication for Development (C4D) section of the UNICEF West and Central Africa Regional Office (WCARO) provides technical support to 24 country offices in the field of communication for social and behaviour change for child survival, development, education and protection. The region is extremely complex, diverse and bears a disproportionate share of the global burden of key child rights deprivations.

There is a growing momentum to establish a more systematic and shared approach to community engagement (CE), as UNICEF and its partners promote the implementation of minimum quality standards for CE. Building upon past efforts by all development agencies, UNICEF has convened globally a wide range of UN agencies, international NGOs and CSOs partners, as well as donors and researchers, to achieve a consensus on minimum quality standards and indicators for community engagement in both development and humanitarian contexts. WCAR region has a rich history and experience in CE, with a diversity of models developed and implemented at country level, while the regional C4D team has previously developed a programming guide and training tool on community participatory approaches.

In this context, UNICEF WCARO C4D Team holds its bi-annual Regional Network Meeting from 17th to 21st of June, with a specific focus on community engagement: minimum quality standards for community engagement and the continuity between CE in development and in humanitarian context, including a 2-days training on AAP. The strategic positioning of the C4D internally and externally (at different levels: global, regional and countries), the social norms programming, capacity building and knowledge management will also be addressed.

How can you make a difference?

Objectives

To support the WCA regional learning and coordination in the area of C4D, by contributing to the preparation, organization and facilitation of the C4D Regional Network Meeting.

Specific objectives:

§ Develop/finalize, in collaboration with organizers and presenters, the support documentation for the meeting (Agenda, sessions ToR, presentations and supporting materials for plenary session and group work, etc);

§ Organise and facilitate a preparatory meeting with organizers and facilitators;

§ Lead-facilitate five-days network meeting, coordinate and provide guidance to 5 co-facilitators;

§ Ensure coordination of presenters, guest speakers, note takers/rapporteur and groups facilitators, translators.

Scope of work

Purpose of the Assignment

Under the general guidance of the C4D Regional Adviser and in close cooperation with C4D specialists in regional C4D team and in country offices, the consultant will contribute to the regional C4D learning and coordination by performing the following tasks:

PREPARATION AND COORDINATION

– In close consultation with the WCARO C4D team, ensure the development of the support documentation for the meeting



· Finalize the Agenda;

· Contribute to and coordinate the development of tools/ToRs for plenary and group work sessions, including the development of case studies and examples to inspire participants’ work as needed. The consultant is expected to apply creative and interactive “adult learning/animating” approaches to generate optimum participation among participants, fruitful exchanges between participants and to maximise results in terms of learning and sharing process;

· Maintain a regular flow of information/documentation with the organizers and participants in preparation to the presentations in the meeting;

· Define the list of materials needed for the meeting and follow up on the procurement, with the support of the programme assistant.

· Follow up on translation of all materials and finalisation in 2 languages – French and English (translation services will be ensured);

· Maintain regular contact with guest speakers and provide guidelines to ensure adequacy of presentation vis-a-vis needs;

· Make sure to collect at least one week in advance presentation and support material, provide feedback if needed and follow up on the finalisation;

· Develop concise instructions (ToR) for note takers/rapporteur and co-facilitators;

· Develop individual assessment and participatory evaluation tools;

· Support the preparation and coordination of a pre-meeting with co-facilitators/WCARO C4D Team prior to the workshop.

CO-FACILITATION



Ensure the lead facilitation of the five-day meeting and of the pre-meeting with WCARO team/co-facilitators;

· Ensure proper introduction to each session and presenter and ensure the smooth transition between session by presenting the conceptual and practical linkages;

· Provide guidance to co-facilitators for the group-work sessions;

· Ensure the compilation and presentation of the meeting’s key learning points on a daily basis;

· Conduct the evaluation of the workshop with the participants and analyse the evaluation forms.

· Conduct a debriefing meeting with the C4D regional team.

Estimated working days for coordination work: 6 working days (in Dakar)



REPORTING

Assess the evaluation forms and provide a short summary with recommendations

· Write the consultancy report, including recommendations on organising and conducting similar regional meeting.

· Provide comments to the meeting report.

Note: The meeting report will be written by a special reporting consultant.

The consultancy is planned for 25 working days, with estimated start on May 24 and end on June 25 2019.

Reporting Requirements

Administrative Issues

This assignment is home based with one trip (13 days) to UNICEF Regional office in Dakar, Senegal.

The consultant will be expected to adhere to the agreed timelines. The consultant should be able and willing to travel for the purposes of this assignment. Consultant is expected to use his own equipment.

The Consultant will work under the terms and conditions as provided by UNICEF’s regulations governing consultants. All materials and information collected will be the property of UNICEF and will not be used by the consultants for any other purposes without the express authority of UNICEF. Health insurance is mandatory, at the expenses of the consultant.

As per UNICEF policy, payment is made against approved deliverables. No advance payment will be allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

Application requirements: one Technical Proposal and one Financial Proposal.

The Technical Proposal will include:

§ An up-to-date curriculum vitae;

§ A statement indicating how the qualifications and experience of the candidate respond to the requirements of the tasks and make the candidate suitable for this particular assignment;

§ A proposed work, methodology and plan.

The Financial Proposal will include (expressed in US dollars):

§ Fee, inclusive of per diem.

§ Travel costs.

Financial Evaluation Criteria:

The total amount of points allocated for the price component is 20. The maximum number of points will be allotted to the lowest price proposal that is opened and compared among those candidates which obtain the threshold points in the evaluation of the technical component. All other price proposals will receive points in inverse proportion to the lowest price.

Payments will only be made for work satisfactorily completed and accepted by UNICEF. All prices/rates quoted must be exclusive of all taxes, as UNICEF is tax-exempted.

EDUCATION

Advanced university degree in communication for development or the social/behavioral sciences (Sociology, Anthropology, Psychology, Health Education), with emphasis on participatory communication, community engagement, communication planning, social mobilization, participatory research.

WORK EXPERIENCE:

Ten years progressively responsible work experience in strategic communication design or the planning and management of social development programs, including eight years in developing countries, with practical experience of capacity building in the field of C4D or in adult learning.
