Background and Justification In line with the Government of Swaziland/UNICEF Country Programme 2016-2020, the Deputy Prime Minister’s Office, Child Services Directorate is being supported to strengthen national systems and coordination for the protection of children. One of the key interventions areas is support to deliver an improved, integrated and coordinated national toll-free child-line service to allow for a more effective, accessible and cost-free reporting mechanism of child abuse cases in the country. A mapping and assessment of existing services is needed to identify who the current players are, the type of services they offer, and eventually inform lessons that will influence the development of a national integrated toll-free child-line. The consultancy fits in Outcome 2 of the Governemnt of Swaziland/UNICEF Country Programme 2016-2020; Output 2.2: Government and civil society capacity for prevention, identification, reporting and care of VAC strengthened; AWP Activity 2.2.6: Support capacity strengthening of multi-sector government and civil society actors to prevent and respond to VAC, including in emergencies. The assignment requires specialized ICT competencies and extensive focus and dedicated human resource time, and these are currently not staff functions of regular UNICEF staff.

Scope of Work 1)Goal and Objective: Under the supervision of Child Protection Specialist, the consultant will: a.Map and assess existing child toll-free help-lines in Swaziland, with a view to analysing strengths, weaknesses, gaps and opportunities in all aspects of the services. This analysis will also include an analysis of compliance with international standards, efficiency, accessibility in receiving reports, data management, referrals, coordinated services and case management. b.Assess the feasibility for possible establishment of a fully integrated national Child Help-line and develop a road map for its establishment based on the findings of the assessment.

2)Details/Reference to AWP areas covered: The assessment of child toll free response services in the country contributes to Outcome 2 of the Government of Swaziland/UNICEF Country Programme 2016-2020 and more specifically to Output 2.2: Government and civil society capacity for prevention, identification, reporting and care of VAC strengthened and AWP Activity 2.2.2: Support capacity strengthening of multi-sector government and civil society actors to prevent and respond to VAC, including in emergencies.

3)Activities and Tasks: The scope of work of the assignment is two-pronged, and includes an assessment into the programmatic aspects of current child toll free services as well as an assessment into the technical and operational functionality of the toll-free services, with a view to strengthening both for a more integrated and accessible national child toll free line.

Under the guidance of a Technical Working Group, which will be constituted to oversee the assignment, the consultant will deliver on the following key activities under each of the two aspects mentioned above:Technical /systems assessment a.Conduct a desk/literature review to analyse the current situation of child help line services in Swaziland and develop an inception report outlining assessment methodology, data collection tools based on the local context, a clear implementation roadmap with timeframes. b.Assess the infrastructure, hardware/equipment, software, physical call centre spaces, safety standards, etc., as well as the technical capacity of staff in existing toll-free services. c.Review and assess existing data capture forms (physical or electronic) including the data management system used for documentation of cases from the registration of the case, until case closure. d.Review and assess the completeness and quality of reports generated from existing database and documentation modalities.e.Identify gaps in case management and case referrals and propose improvements that can be effected to strengthen toll free line service operations, including hours of operation, links to mobile telephone and landline services and web based options that permit record keeping and tracking of cases managed from reporting to resolution.f.Identify strengths, weaknesses, gaps and opportunities from improving in existing systems, and provide technical recommendations for effective and appropriate mechanisms to improve Child Help Line services in Eswatini. g.Assess potential opportunities for expanding Child Helpline services into a national integrated and coordinated child help line.

Social / programmatic assessment a.Conduct a desk/literature review to analyse the current situation of child help line services in Swaziland and develop an inception report outlining assessment methodology, data collection tools based on the local context, a clear implementation roadmap with timeframes.b.Review and assess the response mechanisms for cases reported, including referral, availability of updated service mapping, coordination with line ministries and other service providers. c.Analyse the extent to which key actors in the child protection system (such as teachers, parents, police, judges, lawyers, social workers, psychologists, doctors, and community leaders) are aware of the child help line services; and the status of any community outreach/ demand creation programmes carried out to increase awareness on child help line services in the country, including the availability and use of IEC materials.d.Make recommendations to improve the national toll free child line services and their related response mechanisms, and a road map for the way forward to establish an integrated child helpline in Swaziland.e.Present key findings and recommendations to the Technical Working Group and technical /systems national child protection stakeholders.

4)Work relationships: The consultant will work under the supervision the Child Protection Specialist/ APLD section and under the guidance of a Technical Working Group, comprising of UNICEF, the National Children Services Department, NGO and government stakeholders, which will be constituted to oversee the assignment.

To qualify as an advocate for every child you will have…

Desired competencies, technical background and experience a)Education: •Advanced university degree in the social sciences, anthropology, public health or development studies or related disciplines; and •Advanced degree in ICT+ 5 years working experience in systems designs, monitoring and evaluation, at government and corporate business level. b)Relevant work experience: •Minimum 5 years’ experience of conducting research and/or evaluations, preferably in the area of children’s wellbeing and protection.•Previous experience of conducting research inChild Helpline related work or similar area.•Strong writing skills in English and history of producing professional and high quality reports.•Capacity to assess the ICT aspects of the child toll-free line aspects is essential.

Administrative issues Under the direction of the Principal Secretary (PS) of the Deputy Prime Minister’s Office (DPMO) and a multi-sector Technical Working Group constituted by the Deputy Prime Minister’s Office, and led by the Director Child Services Department; the consultant will report to the Child Protection Specialist at UNICEF. Progress updates meetings will be held at the UNICEF Swaziland office with the supervisor. The Consultant will submit monthly progress reports to the Chief, Youth and Adolescent Development.

Conditions: •The Consultant is expected to work in his/her own office space, and where required office space will be made available for the Consultant at DPMO, NCSD.•The consultant should include costs of travel and communication within the consultancy proposal.•The Consultant will provide his/her computer for the assignment.•The selected candidate will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
