CONSULTANCY - TERMS OF REFERENCE

1. Nature of the consultancy: IOM The Gambia is searching for a consultant to develop Standard Operating Procedures (SOPs) on Screening, Identification and Assistance for Child Migrants in The Gambia

Objective: To Develop a SOPs referral document that guides interventions related to assistance and protection given to child migrants (screening, identification, family tracing, risk assessment, best interest assessment and determination, referrals for assistance).

IOM Project to which the Consultancy is contributing: Africa Regional Migration Program

The Africa Migration Program is a continental project (implemented in selected countries in North, South, East, and West Africa) funded by the Bureau of Population, Refugees, and Migration (PRM) of the Department of State of the Government of the United States of America. The project is currently in its third phase, with The Gambia benefiting from capacity-building activities of state and non-state actors.

Under the first two phases of the project, IOM Gambia collaborated with government and civil society actors to increase their capacity to respond to the needs of vulnerable migrants, improve counter trafficking efforts, and enhance migration data collection mechanisms.

Accordingly, under this phase, the project proposes to support the Department of Social Welfare in training national protection officers on best interest assessment and determination as well as family tracing and assessment for child migrants, building on protection trainings provided in the last two phases of the project. This activity will also aim to develop guidelines on referring cases related to child migrants. In line with this, the project is searching for the services of a consultant to develop standard operating procedures (SOPs) related to screening, identification, family tracing, risk assessment, and best interest assessment and determination.

2. Tasks to be performed by the consultant:

· Develop a stakeholder mapping matrix of governmental and non-governmental protection and sector working group actors that have a role to play in screening, identification, family tracing, risk assessment, best interest assessment and determination, and referrals for assistance);

· Describe existing coordination and referral mechanisms for each process, detailing lead and support agencies/ actors and suggest recommendations for improvement;

· Develop tools (forms, questionnaires, and so on) to support assessments related to each process in the coordination and referral mechanism;

· Develop a mapping of possible actors to provide minimum material assistance to child migrants, including but not limited to physical care (food, shelter, clothing), psychosocial support (trauma and general counselling), medical care (examination, medication, surgery, reviews, testing), legal assistance (prosecution, witness protection, investigation, representation) and voluntary return and reintegration;

· Collaborate with key stakeholders (Department of Social Welfare, Gambia Immigration Department, Ministry of Foreign Affairs, NAATIP) and draft the SOPs based on the discussions;

· Facilitate one-day workshop with the key stakeholders for the validation of the SOPs;

· Train stakeholders on the newly developed SOPs.

3. Tangible and measurable output of the work assignment.

· Inception report examining initial desk research and detailing consultancy methodology

· Draft SOPs developed

· Report of one-day validation workshop with recommendations

· SOPs finalised and submitted.

· Training of partners on the newly developed SOPs

4. Realistic delivery dates and details as to how the work must be delivered.Activity**
Time Line

· Inception/Introductory meeting with IOM to discuss the assignment scope - within 5 days after signing the contract

· Inception report examining initial desk research and detailing consultancy methodology - within 20 days after start of consultancy

· Draft SOPs - within 70 days after start of consultancy

· Report of one-day validation workshop with recommendations - within 80 days after start of consultancy

· SOPs finalised and submitted - within 90 days after start of consultancy

· Training of partners on the newly developed SOPs - within 100 days after start of consultancy

5. Minimum Qualifications:

The consultant should have:

· A minimum of five years experience in migration management, trafficking in persons and smuggling of migrants programmes, or child protection in West and Central Africa region.

· Advanced university degree in social work, development studies, economics, international relations, law with specialization in international human rights law.

· Experience in structurally formulating and conducting an assessment, with skills in organizing a group focus discussion.

· Experience in planning and facilitating trainings.

· Demonstrated experiences in producing quality reports in English language.

· Excellent oral and writing skills.

· Strong communication and negotiation capacities.

· Fluency in English.

· Excellent organizational skills and be detail oriented.

· Ability to work independently and as part of a team.
