Tenders are invited for Construction of 1no. Solar Powered Borehole with 22.5m3 capacity surface tank, and mini distribution outlet at selected ate of Anambra State.

1.0 Introduction
1.1 Michael Imoudu National Institute for Labour Studies (minus), a Parastatal of Federal Ministry of Labour and Employment in Furtherance of to its Statutory Mandate Intends to Undertake the Procurement of Various Works, Goods and Services under the 2019 Capital Appropriation and in Accordance with Extant Provision of Section 25 of the Public Procurement Act, 2007.

1.2 the Institute, Therefore, Invites All Interested, Reputable and Competent Contractors, Suppliers and Consultant /Service Providers with Relevant Experience to Execution the following Projects Inserted in the 2019 Approved Budget of the Institute

4.0 Collection of Tender Documents (Category a&B)
Interested Companies are to Collect the Standard Bidding Document (Sbd) from Monday 29th July, 2019 between the Hours of 8:30am – 4:00pm from the Office of Head of Procurement Unit, Room 2, Floor, H/Qtrs, Michael Imoudu National Institute for Labour Studies, Ilorin, upon Presentation of Evidence of Payment of a Non-Refundable Fee n10, 000.00 only Per Lot. All Payment should be Made into Treasury Single Account (Tsa) with Central Bank of Nigeria through Remita by Generating Remita Retrieval Reference (Rrr). After Payment Letters shall be Taken to the Financial and Account Department of Minils for Issuance of Receipt for Collection of Tender Documents.

5.0 Submission of Tender Documents (Category a&B)
Prospective Bidders are to Submit Bid for each of the Tot Desired, Two (2) Hard Copies each of the Technical and Financial Bids with Softcopy of Financial Bid only in Ms Excel Format, Packaged Separately in Sealed Envelopes and Clearly Marked as “Technical Bid- or ‘Financial Bid” Thereafter Put the Two Sealed Envelopes Together in a Bigger Sealed Envelope Addressed to the Director General, Michael Imoudu National Institute for Labour Studies, Km 7, Ajase-Ipo Road, Ilorin, Kwara State and Clearly Marked with the Name of the Project and the Lot Number. Furthermore, the Reverse of each Sealed Envelope should have the Name and Address of the Bidder and should be Deposited in the Tender Box at the Address above, not Later than 12:00noon on Monday, 9 September, 2019.

6.0 Opening of Bids Documents (Category a&B)
Technical Bids will be Opened Immediately after the Deadline for the Submission at 12:00 Noon on Monday, 9 September 2019 at the Institute’S Training Hall Ii, in the Presence of Bidders or Their Representatives and Interested Members of the Public, Relevant Professional Bodies, Civil Society and Anti-Corruption Agencies, While the Financial Bids will be Kept Unopened. Please Ensure that You Sign the Bid Submission Register with the Principal Procurement Officer, Mr. John Joel S. At the Address Stated in 4.0 above, as the Institute will not be Held Liable for Misplaced or Wrongly Submitted Bids. 7.0 Submission of Expression of Interest for Category C
Interested Firms are to Submit Two (2) Bound Copies (Original & Duplicate) of Expression of Interest Documents Separated by Dividers and Arranged as Indicated Above. The Documents should be Submitted in a Sealed Envelope Marked “Expression of Interest” and Address as Stated in 5.0 above, and Clearly Marked with (the Name of the Project and Lot No.).
Furthermore, the Reverse of each Sealed Envelope should have the Name and Address of the Bidder and Drop in the Designated Tender Box not Later than 12:00 Noon on Monday 12 August, 2019. Late Submission will be Returned Un-Opened.

8.0 Opening of Expression of Interest (Eoi)
The Eoi Documents will be Opened Immediately after the Deadline for Submission at 12:00 Noon on Monday 12 August, 2019, at the Institute’S Training Hall Ii in the Presence of Bidders or Their Representatives. Only Shortlisted Firms at Eoi Evaluation would be Invited at a Later Date for Collection of Request for Proposals.

9.0 General Information
Bidders are Invited to Please Note the following:
(I) Bids must be in English Language and Signed by an Official Authorized by the Bidder:
(Ii) Bids Submitted after the Deadline for Submission would be Returned Un-Opened;
(Iii) Bidders should not Bid for More than Two (2) Lots
(Iv) Category a&B: Prequalified Bidders will be Contacted at a Later Date for Financial Bid Opening White Bids of Unsuccessful Bidders will be Returned Unopened:
(v) Category C: Only Shortlisted Firms will be Contacted at a Later Date for Collection of Request for Proposal
(Vi) All Costs will be Borne by the Bidders as the Authority will not be Held Responsible for Any Cost or Expenses Incurred by My Interested Party(S) in Connection with Any Response to this Invitation;
(Vii) Non-Compliance with the Conditions Staled Herein will Lead to Automatic Disqualification of the Bidder from the Bidding Process
(Viii) the Michael Imoudu National Institute for Labour Studies is not Bound to Pre-Qualify Any Bidder and Reserves the Right to Annul the Procurement Process at Any Time without Incurring Any Liabilities in Accordance with Section 26 of the Public Procurement Act, 2007.
