Prequalifications are invited for Procurement of Contractor for the Construction of Reconstruction of the Abakaliki Ring Road Project Section 111 Nwofe – Ndoko (16.23km).

Rigid pavement reinforced concrete with BRC 5mm thickness wielded). The applicant must demonstrate that it has executed at least 3km of rigid pavement and concrete volume of 10, 000m in the last 5 years in similar environment or ii. Flexible Pavement the applicant must demonstrate that it has executed at least 30km road with Asphalt Concrete surfacing in the last 5 years in similar environment. However, only one pavement option will be implemented

1. The Federal Government of Nigeria (FGN) has received a loan from the Africa Development Bank(AFDB) towards the cost for the Ebonyi State Ring Road Project and it intends to apply part of the proceeds toward payments under the contracts for Procurement of Contractors for the Construction of the Ebonyi State Ring Road Project, Section 11: Nwezenyi-Nwoto (17.23km), Nwofe – Ndogo (16.23km) and Section IV: Ndoko – Akpaka Umuakpu (17.23km), AkpakaUmuokpu-Ezzamgbo (16.23km) of the Ebonyi State Ring Road Project.

Interested eligible Applicants may obtain further information from the State ProjectImplementation Unit SPIU, Ebonyi State Ring Road Project, EBRP, No 1 Onwe Road, Abakiliki, Ebonyi State Nigeria. A complete set of Pre-qualification documents in English Language may be purchased by interested eligible Applicants upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Fifty Thousand Naira (N50, 000.00) plus Courier of N30, 000.00 (Equivalent of US$163.90 + 98.36 to be Courier to the firm)if the firm(s) cannot pick up the bidding documents from the Project office. The method of payment will be through Bank transfer or direct payment in favor of Project Coordinator Abakaliki Ring Road Project Please note that evidence of payment must be provided and consumed before issuance of the Bidding Document.

5. Application must be delivered to the address below on or before 12:00 Noon Tuesday, March 31, 2020. Electronic bidding will not be permitted. Late Application will be rejected. Applications will be publicly opened in the presence of the Applicants’ designated representatives and anyone who choose to attend at the address below.

6. Firms that cannot meet the following key qualification requirements are encouraged to form Joint Ventures to enhance their capacity to participate in the Prequalification Process.

7. Eligibility and Qualification Criteria for each lot. Applicant shall be allowed to bid for any of the lots or all; however, it may only be awarded the number of contracts if it meets the aggregated requirements for the number of lots.

a. Average annual turnover requirement

Each Lot: Fourteen Million US Dollars (US$14, 000, 000.00)or N4, 270, 000, 000.00 or equivalent amount in other currencies acceptable by AFDB and Ebonyi State.

b. Financial Resources
The Applicant shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as follows:
Each Lot: Two Million Five Hundred Thousand US Dollars (US$ 2, 500, 000.00) or N895, 000, 000.00 or equivalent amount in other currencies acceptable by AFDB and Ebonyi State.
c. Specific Experience
At least two (2) contracts that have been satisfactorily completed as a prime contractor, joint venture member, management contractor or subcontractor each of minimum value of Seven Million US Dollars (US$ 7, 000, 000, 00)for each lot applied for each type of pavement.

It is required that each of the two contracts should be in the construction of minimum of 3 km of rigid pavement (reinforced concrete) road or minimum of 30 km of Asphalt Concrete road. To qualify for both rigid and flexible pavements, the contractor must have satisfied the requirement for both rigid and flexible pavements above.

8. A Pre-bid meeting would be held at the address below at 10.00am on Tuesday 17th March, 2020, which is Two Weeks before the tender opening date by to allow potential bidders seek clarifications on the bidding document. Please note that the minutes of the meeting shall be circulated to all applicants.
