Tenders are invited for Construction of the Prefabric Entrepound of The Central Guinea Pharmacy in Coyah.

1.This Notice of invitation to tender follows on from the Notice of pre information published in the newspapers of 08/08/2022.

2.The Ministry of Health and Public Hygiene got Fund financing GAVI and USAID technical assistance for the realization of the first phase of the CONSTRUCTION work on the PREFABRIC ENTREPOOL OF THE
CENTRAL PHARMACY OF GUINEA IN COYAH. Works at execute are split into three ( 03 ) lots that are :
Lot 1 : Preliminary work, civil engineering work, warehouse coverings, construction work of the administrative block, of the two ( 02 ) cured, of two ( 02 ) concrete bases for air conditioning machinery - ventilation, works sanitation, road works and earthworks; drinking water supply ; wastewater drainage, rain and groundwater, pit works septic, work of the bases of the water tanks of the fire protection system of a 328ml fence; general and solar electricity works; works of fire fighting system and supply and installation of furniture and appliances for an execution period of 12 months.

Lot 2 : Air conditioning work - ventilation; supply and installation of electrical station equipment, a 600KVA generator and a transformer 630KVA, and supply and installation of five ( 05 ) refrigerators for a 8 month execution time.

Lot 3 : Supply and installation of the metal structure, sandwich panels side roofs and metal grates separating areas and warehouse joinery for an execution time of 8 months.

3. The Ministry of Public Health and Hygiene solicits offers under closed cover of the share of eligible candidates who meet the qualifications required for carry out work relating to the CONSTRUCTION OF THE PREFABRIC ENTREPOOL OF THE CENTRAL PHARMACY OF GUINEA IN COYAH.

4. The participation in this open call for tenders as defined in Articles 23 and following of the Public Procurement Code, concerned all eligible candidates who meet the conditions defined in the present Open Furniture Call File which are not affected by one of the ineligibility provided for in article 64 of Public Procurement Code.

5.Interested applicants can obtain information from -SUPPORT UNIT FOR THE MANAGEMENT AND COORDINATION OF ( UAGCP ) PROGRAMS at the following email address : tenders.uagcp@gmail.com ; cc : mickacamara@hotmail.com, mmuteba@2ac.fr .The contracting authority will respond in writing to all requests for clarification received up to January 11, 2023 at midnight. A full overview of all questions and answers will be addressed to all tenderers who have withdrawn the DAO at the latest January 13, 2023.

6.Qualification requirements are in paragraph « Specific call data » offers.

7. The this call for tenders refers to the margins of preferences provided for by the articles 78 and 79 of the Public Procurement Code.

8. DAO can be withdrawn by candidate tenderers, from 11/15/2022 at UAGCP secretariat, located on the 2nd floor of the Palm Camayenne residence building, north ledge, next to the Ambroise ready clinic, on presentation of a payment slip three million five hundred thousand (3, 500, 000 ) Guinean Francs non-refundable paid as following : Ø50% in the ARMP account at the Bank Central of the Republic of Guinea ; Ø30% in the public treasury account at the Bank Central of the Republic of Guinea ; Ø20% on the account N ° 7308051300/GNF, entitled« OPERATIONAL ACCOUNT GAVI UAGCP », open to ECOBANK. The conditions of presentation and submission of tenders must be strictly observed in accordance with the provisions defined in the DAO.

9. The offers must be written in French and filed in four ( 04 ) copies including an original ( 01 ) and three ( 03 ) copies, versions technical and financial offers on USB key at below located on the 2nd floor of the Palm Camayenne residence building, north ledge, next to the Ambroise clinic ready no later than 01/31/2023 at 10 a.m. Offers that don't will not reach the hours and date indicated above, will be purely and simply rejected and returned without being open, at the expense of tenderers concerned. Offers will be open on 01/31/2023 at 11:00 a.m. in the presence of representatives of tenderers who wish participate in the opening of folds and, where appropriate, observers from ARMP and DNCMP, at the following address Country: Republic of Guinea, City: Municipality of Kaloum/ Conakry; Street: Corniche Nord ; Building: Palm Camayenne residence; 2th Floor in the meeting room.
Offers must understand a guarantee of bank submission in accordance with the model in the appendix to this DAO, in the amount of :

 Lot 2 One hundred million ( 100, 000, 000 GNF ) Guinean francs
 Lot 3 Three hundred and fifty million ( 350, 000, 000 GNF ) Guinean

francs Offers must remain valid for a period of 180 days from the deadline for submission. Tender guarantees issued by insurance companies, micro finance institution or certified checks will not be accepted.

10. The legislation governing the invitation to tender is the legislation Guinean.

11. A site visit compulsory on the initiative of the contracting authority and at the expense of the entrepreneur will be organized on 21 12 2022 at 10 a.m. 00 ( meeting point: opposite Maneah Military School ( Coyah ) ).
