SPECIFIC PROCUREMENT NOTICE
REPUBLIC OF LIBERIA
LIBERIA MEDICINES & HEALTH PRODUCTS REGULATORY AUTHORITY (LMHRA)
Tender for the Construction of Office Building & Quality Control Laboratory Complex Careysburg, Montserrado County
NATIONAL COMPETITIVE BIDDING
Background
The Liberia Medicines & Health Products Regulatory Authority (LMHRA) is the statutory arm of government with responsibility to ensure that all medicines and health products circulating the borders of Liberia are safe and efficacious. LMHRA performs this statutory function through its quality assurance and quality control activities.
The LMHRA has different departments including the Product Evaluation and Registration, Quality Control Laboratory, Inspectorate and Post Market Surveillance and Pharmacovigilance. All products entering the country must be registered by LMHRA after proof of quality and potency. In addition, LMHRA collects samples and checks the quality of products that are in use in the country to ascertain their quality. The Quality Control Laboratory tests all samples collected and submitted for testing to ensure quality. The Inspectorate Department monitors compliance through various forms of inspections and planned post-market surveillance. The Pharmacovigilance Department collects reports of adverse effects of drugs, collates and analyses them and provides feedback.
As a means of guiding the regulatory process, LMHRA sets goals, policies, procedures and programs through the various departments.
The LMHRA’s operations is supported by revenue collected through fees for our regulatory function, which includes Post-Market Surveillance of medical products brought into the country, as well as inspection of importers and whole sale vendors of medical products. Access to quality-assured essential medicines is an essential component of a functional health system. Several challenges confront efforts to strengthen the pharmaceutical sector for a sustainable medicines quality assurance system, including lack of an ISO Certified Laboratory.
Thus, a critical area of focus for the LMHRA for the next three (3) years is the national quality control laboratory. The LMHRA envisages a laboratory facility that is internationally accepted and accredited by the International Standard Organization (ISO). One of the requirements for accreditation is an adequate laboratory space, among other requirements such as a functioning Quality ManagementSystem (QMS), testing equipment and trained personnel. Accordingly, the Authority has submitted several project proposals to donors, seeking funding for construction of a Laboratory Complex and equipping of the facility. The LMHRA has acquired about five (5) acres of land in Careysburg for this purpose. Howbeit, while we appeal to donors for supporting the LMHRA for the construction, we have decided to begin construction works from fees collected locally through our regulatory work. Thus,
within the next four (4) months: between April – July 2020, our goal is to construct a two-room office
at our site in Careysburg, as well as the foundation for the proposed Quality Control Laboratory
Complex.
