Tenders are invited for Construction of Infrastructure and Equipment Acquisition of Markala Professional Training Centres.
Eligibility of the Proponents:
Technical Requirements

- The Bidder must have completed, during the 2014-2019 period, at least three (3) similar contracts in Mali or in Sub-Saharan African countries with a minimum value for each market of:

o lot 1: two hundred and fifty million (250, 000, 000) F.CFA

o lot 2: two hundred million (200, 000, 000) F.CFA

o lot 3: seventy-five million (75, 000, 000) F.CFA

Financial Requirements

- The Bidder must demonstrate that it has or has access to liquid assets, unencumbered assets or lines of credit in an amount of:

The Bidders have the possibility to submit a single line of credit for all the lots ( an amount equal to the aggregate amount of the lots) to which they submit.
- The tenderer must have achieved, during the period 2014-2018, an average annual turnover of at least:

1. This Notice of invitation to tender follows the General Procurement Notice published in ESSOR National Newspaper No. 18887 of 5 April 2019 (page 13).

2. The Government of the Republic of Mali (hereinafter referred to as "the Client") has obtained a loan from the French Development Agency (hereinafter referred to as "the Agency") to finance the cost of the project. Improving the Competitiveness of Enterprises through Training (ACEFOR), and to use part of these funds to make payments under the Markets for Infrastructure Construction and Equipment Acquisition of Centers of Professional Training of Sikasso and Markala.

3. The Client partially surrendered this loan, in the form of a grant, to the Regional Council of Ségou for the implementation of Component 4 of the project namely: Infrastructure and Equipment.

The Regional Council of Ségou has delegated the project management of the studies, works and equipment of the Center of Vocational Training (CFP) of Markala to the Technical Unit of Support to Territorial Communities (CTAC).
4. The CTAC solicits closed bids from eligible and qualified candidates to carry out the following work: Construction works of the Markala Vocational Training Center (PTC) (Phase I) divided into three (3) lots:

4.1 Lot N ° 1:

• construction works of the "Pedagogic, Administrative and Financial Management Space";

• construction work of the "Common Pedagogical Area".
4.2 Lot N ° 2:

• construction work on the "Agro-food Processing Platform";

• construction work of the "technical premises"
4.2 Lot N ° 3:

• construction works of "two sanitary blocks of five boxes";

• construction works of the "water supply network";

• construction works for the "electrical power supply for buildings, TGBT, transformer substation".

5. The award of the contract shall be conducted by open invitation to tender as defined in the Code des Marches Publics Article 50, and open to all eligible candidates.
