Tenders are invited for Construction and Asphalting of the Road Kwala-Mourdiah-Nara.

The Republic of Mali has obtained an amount of Euro 70, 050, 000 in the form of a loan and Istisna`a 12, 540, 000 Euro as an ordinary loan from the Islamic Development Bank (IDB) and asked the Arab Bank for Economic Development in Africa, the Saudi Fund for Development and the OPEC Fund for financing the Project construction and asphalting of the road Mourdiah- Kwala-Nara of 188.25 km in the Republic of Mali.
the the project objective is to contribute to the internal and external opening up the country.The specific objectives are:
• to ensure the opening up of the country through access from Mali to Mauritania Ports;
• ensure interstate connections adequate and permanent road;
• promote trade between Mali, Mauritania and the Senegal;
• promote the competitiveness of the economy through the development of agriculture and livestock in the project area;
• reduce transportation costs to major market centers between Bamako and Nouakchott, notably agricultural products and livestock;
• reduce the cost of consumer products;
• improve road safety;
• reduce road maintenance costs;
• reduce poverty in the project area;
• develop mineral resources and tourism of the project area.

The project will include the following components:
1. Road construction (civil engineering and related facilities);
2. Consulting services (review of technical studies, preparation of files D`RFQs (DAO) and Control and Surveillance of works);
3. Support for the project management unit;
4. Financial audit;
5. Launch workshop and familiarization with the procedures of the IDB and BADEA.
Acquisitions of property and work will be carried out in accordance with the Guidelines for Procurement of contracts financed by the Islamic Development Bank (May 2009 edition revised in February 2012).

Consultancy services will be procured in accordance with the Guidelines for the Use of Consultants under projects funded by the Islamic Development Bank (May 2009 edition revised in February 2012).

Goods Markets :
The transfer of goods contracts for the provision of computers, photocopiers and vehicles, etc. will be restricted by consultation of authorized local suppliers.

Construction Markets :
The execution of works will be conducted by open international tender. The civil works will include the construction and laying of bituminous asphalt on Kwala-Mourdiah Nara-road with a width of 7 m, with shoulders of 1.5 m and a total width platform
10 m . The asphalt paving will consist of 5 cm thick, 20 cm of broken stone base and laterite gravel variable thickness for the sub base.

The work will be executed in two lots as follows :
- Lot 1: Kwala-Kaloumba over 134.2 kilometers on Istisna`a IDB financing will be in two separate lots, by way of International Competitive Bidding with prequalification
of bidders in accordance with the Bank`s Guidelines for procurement of Goods and Works dating from May 2009.
- Lot 2: Kaloumba-Nara including bypasses Goumbou and Nara on 54.05 km of funding from the IDB, BADEA, the SFD and OFID.

Selection of Consultants :
Consultants services for the benefit of control and construction work supervision and asphalting of Kwala-Mourdiah-Nara road will be acquired by a competition using the selection method based on quality and cost ( SBQC) consultants consultation by
open international retained on the restricted list.

Consultancy services for the realization of the financial audit will be acquired through a competitive selection using the method based on the cost by a local accounting firm retained on the restricted list Cabinet.
