Tenders are invited for Construction of the 161 KV Dapaong-Mango High-Voltage Line: Access to Electricity for Rural Communities.
1. This prequalification notice follows the general notice of procurement of the project published in the national daily newspaper Togo-Presse N ° 10283 of May 08, 2018.
2. The Government of the Togolese Republic solicited and obtained funding from the Islamic Development Bank (IDB) to cover the cost of the Dapaong-Mango 161kV High Voltage Line Construction Project: Access to Electricity for Communities distribution component, and intends to use a portion of the proceeds from this funding for market related payments to:
- Lot 1: Supply and installation of electrical equipment, and electrification works of twenty-two (22) rural localities in the Savannah region
- Lot 2: Supply and installation of electrical equipment, and electrification works of twenty-one ( 21) rural localities in the Savannah region
The Compagnie Energie Electrique du Togo (CEET) intends to pre-qualify entrepreneurs and / or companies for the work of:
- Lot 1
• Construction of 220 km of medium voltage network (MV) 33 kV overhead bare conductor Almelec 54.6 mm2 to 117 mm2
• Construction of 29 distribution MV / LV 50, 100 and 160 kVA
• Construction 92 km of low-voltage (LV) aerial system in twisted pre-assembled cable bundles of 3 × 50 mm2 + 1 × 54.6 mm2 + 1 × 16 mm2 (3 x 35 mm2) and 3 × 70 mm2 + 1 × 54, 6 mm2 + 1 × 16 mm2
• Installation of 625 LED luminaires with a power output of 100 W for street lighting
• Supply of 2, 500 pre-paid connection kits (with meters)
• Installation of at least 750 pre-paid connection kits from the first year of construction.
- Lot 2:
• Construction of 220 km of 33 kV medium voltage (MV) overhead line with 54.6 mm2 and 117 mm2 of unmanned cable
• Construction of 29 50, 100 and 160 kVA MV / LV transformer substations
• Construction 92 km of low-voltage overhead line (LV) in twisted pre-assembled cable bundles of 3 × 50 mm2 + 1 × 54.6 mm2 + 1 × 16 mm2 (3 x 35 mm2) and 3 × 70 mm2 + 1 × 54.6 mm2 + 1 × 16 mm2
• Installation of 625 LED luminaires with a power of 100 W for street lighting
• Supply of 2500 pre-paid connection kits (with meters)
• Installation of at least 750 connection kits at prepayment from the first year of construction
Invitations to tender should be launched in July 2019.
3. Pre-qualification will be conducted in accordance with the pre-qualification procedures specified in the Procurement Guidelines financed by the Islamic Development Bank, May 2009 edition revised in February 2012; it is open to all applicants from countries that meet the criteria of source, as defined in the guidelines.
4. Eligible interested candidates may obtain further information and consult the pre-qualification document with the Compagnie Énergie Électrique du Togo (the address of which is given below) on working days from 08:00 to 17:00, Lomé time.
Interested candidates may purchase a complete set of the pre-qualification document in French by making a written request to the address indicated below together with the non-refundable payment of one hundred and forty thousand (140, 000) CFA Francs or two hundred (200) euros. The amount to be paid will be paid on the account number TG 133 01 001 0 222 507 00 113 33, SWIFT BSAHTGTG: entitled CEET DAO and opened in the books of the Sahelo-Saharan Bank for Investment and Trade (BSIC) Togo HER.
Payment can also be made by cash at the Procurement and Procurement Department (DPMA) of CEET.
The Tender File will be given to the candidate or his representative upon presentation of the payment receipt to the Secretariat of the Procurement and Procurement Department (DPMA).
5.
