Tenders are invited for Completion of Segment two (2) of Access Road to the University.

Eligibility:
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company-s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2021;
c. Evidence of pension clearance certificate valid till 31st December, 2021 (applicable where number of staff is at least 15)
d. Evidence of industrial Training Fund (ITF) Compliance Certificate valid, till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
f. Evidence of registration on the National Database of Federal Contractor, consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the federal University of Oye-Ekiti or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company-s audited Account for the last three (3) years (2018, 2019, 2020);
i. Reference letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed;
j. Company-s profile with the Curriculum vitae of key Staff to be deployed for the project, including copies of their Academic and professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON, with evidence of current professional practice license (2021)
k. documentary evidence of a least three (3) similar jobs executed in the last three (3) years with Federal Government Ministries, Departments and Agencies including letters of Awards, Valuation Certificates, Job completion certificates and photographs of the project;
l. list of Plants/Equipment with proof of Ownership/Lease;
m. only companies included in the National Automotive Design and Development Council-s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicle;
n. For joint venture/partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the company-s/Firm-s letter Headed paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact Address, Telephone Number (preferably GSM Number), and email Address. The Letter Headed Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

The tender documents are to be collected from procurement Unit(first floor, central Administrative building phase ll) Federal University Oye Ekiti between the working hours of 8.30 am and 4.00 pm daily upon payment of non-refundable tender fee of N10, 000.00 per LOT into the Federal University Oye Ekiti-s REMITA account and presentation of the copy of the University receipt. The photocopy of the receipt should be attached to the Tender documents.

Note: i. All submissions must be in English Language and signed by an official authorized by the bidders;
ii. The evaluation of the received documents shall be strictly based on the requirements specified in this invitation to tender
iii. Bidders should not bid for more than two (2) Lots.
iv. The submitted bids should be orderly, particularly technical bids
v. The bidders must bear all the costs.
vi. The publication is for information purpose only and does not constitute an offer by the Federal University, Oye Ekiti to transact with any party for the project, nor does it constitute a commitment or an obligation on the part of the University to award the contract to any contractor or agent.
vii. Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption/Transparency;
viii. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
ix. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un successful bidders will be returned un-opened
x. The Federal University, Oye Ekiti is not bound to prequalify any bidder and reserves the right to annul the Procurement process at any time without incurring liabilities in accordance with section 28 of the Public Procurement Act 2007.
