Expression of Interest are invited for Communications and Knowledge Management Officer – Digital Financial Services, in the Financial Sector Development Department (PIFD).

The African Development Bank (AfDB) working with the Bill and Melinda Gates
Foundation (BMGF), Agence Francaise de Developpement (AfD) and the Government of
Luxembourg have established a multi-donor fund, Africa Digital Financial Inclusion
Facility (ADFI), to advance financial inclusion across Africa through Digital Financial
Services (DFS). ADFI will seek to address the systemic barriers to DFS growth and uptake
by making strategic and catalytic investments in the DFS ecosystem throughout Africa.
ADFI’s design is informed by an in-depth market assessment that looked at the factors
affecting DFS growth and uptake in several countries and regions in Africa.
2. An effective communication strategy pre and post launch of ADFI is a critical success
factor for the ADFI Fund. In keeping with best practice, the fund will require development
of a coherent communications strategy with regards to the formal launch of ADFI and
planning of subsequent events; print and online messaging; email communication;
website development and management; press releases; blogs; production of corporate
videos and marketing collaterals; presentation and speech development geared towards
both internal and external audiences. Due to this critical need, the AfDB is recruiting a
short-term Communications and Knowledge Management Consultant to develop and
implement the communications strategy for ADFI for its pre and immediate post launch
phase.
3. The consultant will be part of the Financial Intermediation and Inclusion Division and will
report to the Division Manager and ADFI Coordinator. The Communications and
Knowledge Management Consultant will be responsible for all communication functions
of ADFI including: media outreach, event support for the ADFI launch, brand management,
web content development and management, presentation formatting, printed reports and
materials and more. The Communications and Knowledge Management Officer will also
support ADFI’s advocacy activities by ensuring a consistent, high-quality image for ADFI.
Specifically his or her functions and responsibilities will include but not be limited to: Develop and deliver a comprehensive strategy for the ADFI launch that builds
on ADFI’s vision, and utilizes conventional media including web-based, social
and print to reach ADFI’s various target audiences;
b. In liaison with the AfDB team contract and oversee the work of an external
website developer to develop an ADFI website, to implement features relevant
to the communications strategy and to maintain the technical aspects
of the ADFI website (hosting, maintenance, and updates);
c. Contract and oversee the work of external photographers, graphic designers,
and printing service-providers to produce promotional materials (brochures,
factsheets, reports) and knowledge products (working paper series, research
briefs);
d. Organize and coordinate communications for ADFI events, including in-person
events/panels, webinars, and other collaboration opportunities as may be
appropriate;
e. Develop a suite of products to advance ADFI’s brand and its advocacy
messages including production of press releases, speeches, brochures,
presentations, and event marketing, in English and French, in collaboration
with other members of the team and the larger bank;
f. Assure the quality and consistency of all ADFI-branded products, including
reports, publications, knowledge products, and outreach materials in both
print and web-based formats;
g. Identify key stakeholders and contacts for communications. Develop and
maintain an external contact list.
h. Liaise with journalists, business writers and counterparts in the development
community to ensure coverage of ADFI events and projects.
i. Manage the Co-ordination Unit’s social media accounts and other networking
platforms.
j. Advise ADFI Coordinator on communication issues;
k. Perform any other communication-related task as requested by the
Coordinator.
