EXPERT (E) IN COMMUNICATION / STUDY ON TRAINING AND CAPACITY BUILDING FOR PROFESSIONALS IN THE MEDIA OF THE TOGO AND FOR JUSTIFICATION The High Authority for Audiovisual and Communication (HAAC), an independent constitutional institution, has the mission of guaranteeing ensure freedom and protection of the press and other means of communicationMass. In accordance withthe provisions of article 23 of the organic law n 2018-029 of December 10, 2018 amending the organic law n 2004-021 of December 15, 2004, it ensures the culture and the development of the professional conscience, the respect of the deontology and the ethics in the matter of press and communication. She can dosuggestions for training the Government, technical and financial partners as well as professional organizations. "In this sense, and noting the excesses and repeated violations of professional rules by the media that result in the dissemination of false information, defamatory, slanderous and abusiveviolence, hatred and ethnic discrimination, and other statements that may generate turmoil and acts of violence, the HAAC provided training and capacity building for Togolese media professionals, Axis 3 of its Plan. Strategic 2019-2023, entitled: "Consolidating Practice Frameworks and the Capabilities of Professionals: medias (professionals and managers), communication and advertising ".To identify the main activities and actions of this axis and have a coherent training framework, the use ofa Consultant, an expert in the field, was deemed necessary.
