The Union of the Comoros has received funding from the French Development Agency ("AFD") in for the establishment of a study and capacity building fund (FERC) - part of the amount of which has been charged to this service, in order to make the related payments.
As part of the France-Comoros Development Plan, the Ministry of Youth, Employment, Labor, Training and Professional Integration, Sports, Arts and Culture (MJETFIPSAC) ensures the mastery of a pilot project of Civic Service for Integration Assistance (SCAI), financed through a competition made available to the Union of the Comoros by AFD. The implementation of the pilot phase - lasting approximately 14 months - will be entrusted to an external operator, currently being recruited by the Ministry.
In this context, the Applicant`s Services will have as their object:
- support MJETFIPSAC in the technical and financial monitoring of the SCAI pilot phase project and in particular of the contract signed with the operator who will be recruited - in accordance with the provisions of the financing agreement concluded with AFD;
- to support the Ministry in (i) its reflections on the articulation of the project with other support to the vocational training and integration sector and (ii) the establishment of a sustainable organization for the piloting / implementation of SCAI.
The Consultant`s mission will take place over a period equivalent to that of the pilot phase. In this context, he will have to mobilize a pearl expertise, in particular in terms of financial management and vocational training / integration. In addition, short-term expertise could be mobilized with regard to institutional / organizational engineering.
AFD, as project management assistant, invites Candidates to express their interest in providing the Services described above.

The eligibility criteria for AFD financing are specified in Article 1.3 of the “Guidelines for the Procurement of Contracts financed by AFD in Foreign States”, available online on the AFD website: http://www.afd.fr.
Applicants can only submit one application in their own name or as a Group. If a Candidate (including a member of a Grouping) submits or participates in several candidacies, these will be eliminated. On the other hand, the same Subcontractor can participate in several applications.
If the Candidate is constituted as a Group, the Expression of Interest must include:
- a copy of the Grouping agreement concluded by all of its members,
or
- a letter of intent to constitute a Group, signed by all its members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Sub-contractors.
The references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications.
Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references of recent and similar services.
The similarity of the references will be analyzed according to:
- The size of the markets;
- The nature of the Services: technical assistance to project management
- Field and technical expertise:
o Vocational training / integration / civic service
o Project management and financial monitoring
- Geographical context: from the sub-Saharan Africa / Indian Ocean region.
AFD will draw up a shortlist of a maximum of six (6) Candidates, preselected on the basis of the candidatures received, to whom it will send the Request for Proposals for the performance of the required Services.
