Under its Circular Economy Project; Ifc; In Collaboration of the Government (Ministries in Charge of Industry; Environment; And Sanitation) and Aivdp; Is Seeking a Consulting Firm to Conduct a Feasibility Study for the Implementation of the Epr for the Plastic Waste Management in CôTe D-Ivoire. A. Description of the Assignmenta- Feasibility Study of the Epr* Undertake Research/Feasibility Study on the Extended Producer Responsibility (Epr) for the Plastic Sector in Cote D'ivoire as Highlighted by the Referential Principle of the New Environmental Code; Including on the Benefits and Opportunities of Establishing an Epr Scheme; Examples of Well-Established Epr Schemes in Other Countries; Lessons Learned from These Experiences; Roadmap for Implementing the Epr System; Plastic Waste Flows; Sources; Treatment Channels; Volumes; Costs of Collection; And Types (Distinction of Locally Produced; Imported; Intermediate Packaging etc.)* Identify and Mobilize the Key Stakeholders Involved in the Project (Administration; Local Authorities; Associations; Producers; Collection; And Recycling Operators; Etc.);* Provide an Overview of the Current Technical and Economic Situation of the Pet Plastic Waste Collection and Recycling Circuit in CôTe D-Ivoire.* Define Principles and Key Steps for the Implementation of the Epr.* Assess Possible Types of Implementation Models (Pro; Individual Compliance; Government-Administered Schemes; Or a Combination of the above).* Define Roles; Responsibilities; Rights; And Obligations of each Stakeholder (Fmcg Producers; Plastic Packaging Producers; Distribution Channels; Municipalities; Informal Waste Sector; Collectors; Pros; Recyclers; Plastic Goods Manufacturers; Government-S Agencies; Etc.) Involved in the Implementation of the Epr Scheme.* Propose Different Contribution Models; Define the Amounts to be Applied and the Protocol for Collecting Eco-Contributions / Eco-Participation (Erp Fees Collected and Administered through a Pro; Individual or Government Compliance; Direct Investment in Waste Recovery in Lieu of Epr Commitment; Etc).* Draft the Epr Act for the Plastic Sector and its Related Implementing by-Laws. * Propose Financial; Fiscal; And Non-Fiscal Incentives to Promote Private Sector Participation in Plastic Waste Collection and Recycling. * Propose Principles of Integration of Informal Sector (Women and Youth in Particular) in the Epr Scheme and Regulations to Manage Esg Risks as Part Thereof (Child Labor; Ohs; Etc). * Propose Benchmark of Incentive to Support the Epr Scheme (Policy Aiming at Introducing Specific Incentives to De-Risk and Mobilize the Private Sector Investment Such as Waste Collection and Recycling Facilities; Eco-Design of Plastic Products; New Technologies; Use of Products with Recycle Content). * Draft Epr Guidance Manual and Defining Types of Epr Instruments/Tools (Guide and Manuals). * Develop the Epr Technical and Financial Feasibility Study.* Propose Strategy to Integrate Informal Sector (Women and Youth in Particular) in the Epr Scheme. * Organize a Debriefing and Consultation Event on the Results of the Mission with All Stakeholders in the Pet Producer and Waste Management Value Chain. B- Support the Implementation of Pro and Development of Standard.* Draft a Regulation Establishing the Producer Responsibility Organization (Pro) and/or an Equivalent Mechanism.* Design the Eco-Organism-S/Pro-S Functional Model; Considering the Adequate Type of Organization; Legal Framework; Type of Governance; Business Model Etc. * Propose Pro Operating Models Considering Relevant Type of Cooperations and Partnership with Other Stakeholders including Governments; Waste Management Agencies and Operators And; Where Appropriate; The Informal Sector. * Draft Pro Guidance and Operating Procedure Manual; Defining Types of Pro Instruments/Tools (Guide and Manuals); Etc. * Undertake a Comparative Analysis of the Competitiveness of the Recycled Pet and the Virgin Resin Material; Considering the Environmental and Social Cost of the Virgin Material. * Set Quantitative and Qualitative Targets in Terms of Collection; Monitoring Tools; Oversight; Public Disclosure etc.* Develop a Communication and Marketing Plan.* Develop a Three-Year Business Plan of the Pro Based on a Technical and Financial Feasibility Study of the Plastic Epr Sector.* Develop a Fund Mobilization Plan to Ensure the Viability of Plastic Waste Recovery. C- Development of Rpet Standard * Provide Expertise in the Development of Quality and Food Safety Standards (Food Grade Plastics Blended with Recovered Plastic Waste) for the Recycled Bottles (Rpet) and Introducing Eco-Labelling.* Provide Principles for Bottle-to-Bottle Recycling.
