Expression of Interest are invited for Census of informal transit network in Lagos, Nigeria.
The World Bank, along with partners of the Lagos Transit Authority, Brown University and University of California, Berkeley, is seeking to conduct a census of the network of informal transit in Lagos, Nigeria.
The research team is represented in Nigeria by a field coordinator. The survey firm (also defined as survey company) selected through this ToR, will be in charge of data collection for this study. It will report directly to the DIME field coordinator as well as to the principal investigators of the study from DIME, University of California Berkeley, and Brown University (together defined as the research team).
The data to be collected is twofold:
(i) Network Structure: Location of nodes (motorparks, bus stops) and routes.
The data should be a census of routes and motorparks. Most bus stops should be included, but we recognize some informal, minor bus stops may not be surveyable.
This full data collection exercise is a census. The research team will provide an official list of locations of motorparks to be used as an initial reference. There are 338 routes registered with Lagos State, but we believe the total number to be closer to 650. There are 160 official motorparks, but there may be more. This data collection is a census of all routes, even if the final number is above 650.
The survey firm is in charge of developing the final map based on the reference provided and this one will need to be approved by the research team.
All data collected (from the raw GPS trace data from on board surveys, to the final shapefiles) will be shared with the research team.
(ii) Network Attributes: Attributes should be collected according to three categories of data:
Attributes Collected for All Routes at Motorparks. While conducting the census of routes described in (i), additional attributes on routes and motorparks will be collected. This category of attributes are quick to collect since they do not require prolonged and repeated observation:
The fare for each route in each period (morning peak, afternoon off-peak, evening peak).
Registration fees required by the union to operate in the motorpark.
Attributes Collected for a Sample of Routes at Motorparks. There are at minimum 338 routes in Lagos. We estimate there to be around 650, but there may be more. We will therefore collect data on:
At least 650 routes that come out of the network structure mapping.
If there are more than 650 routes, a sample of 100 of the additional routes
Surveys will be conducted at intervals of 30 minutes over a 2 hour period during AM, PM and off peak times in both directions. Variables will include:
Bus departures: Route name, departure time, bus capacity, bus occupancy, fare.
Bus queue length: the number of buses in the queue for the route.
Passenger arrival rates: number of passengers arriving to a bus within short 5 minute intervals.
Passenger queue lengths: number of passengers waiting for buses in queues.
Attributes Collected for a Sample of Routes at Intermediate Stops. For a sample of 50 routes, we will collect data along each intermediate stop. We estimate each route has an average of 15 intermediate stops. Surveys will be conducted at intervals of 30 minutes over a 2 hour period during AM, PM and off peak times. For a sample of 50 additional routes, we will conduct the survey along 2 intermediate stops one third and two thirds along the route. The surveys will collect data on the following variables:
Fares: Route, Destination, Fare Paid.
Arrivals of buses.
Departures of buses by destination.
Fee paid (if any) to union workers.
Letters of introduction will be provided by LAMATA and/ or the LaSG Ministry of Transport to ensure that the survey firm is able to collect this data.
