With the enactment of the SBCE Law in 2024, the Government of Brazilis now in the process of operationalizing the regulatory framework forimplementing an emissions trading system (ETS). A key element of this frameworkinvolves understanding the interaction between carbon credit markets and theETS, including the potential supply of credits to be converted into CRVEs(i.e., trading credits eligible for use within the SBCE to help regulatedentities meet their emission caps), and the potential interaction with carbonmarkets under the Paris Agreement.This engagement relates primarily to activities to promote the integration of carbon credits into the ETS. As part of this work program the World Bank and Brazil-s Ministry of Finance is seeking a high-quality firm/firm(s) to help provide insights into the market dynamics of the Brazilian carbon credit market. This involves providing quantitative and qualitative analysis to help the World Bank and the Ministry of Finance understand the supply of both current and pipeline projects in Brazil and the demand for these projects from domestic and international buyers. This work program is intended to support thisprocess, providing analysis to map the scale, characteristics, and trends ofexisting and pipeline carbon credit supply, as well as the historical andpotential demand from different market segments in Brazil. The outputs of thiswork program are expected to support regulatory design and decision-making byproviding an informed understanding of the voluntary carbon credit landscape.
