Theobjectives of this study are to (1) provide recommendations and guidance to mainstream flood and erosion risk aspects into strategic urban infrastructure in selected neighborhoods in Brazzaville and Pointe-Noire, and (2) enhance the capacity of municipal authorities in the selected neighborhoods to plan, implement, and manage resilient infrastructure investments.The study will comprise of four tasks:Provide engineering recommendations and design guidelines to integrate flood and erosion risk aspects into the rehabilitation and construction of urban investments in selected locations. These investments may include drainage, roads, local markets, open public spaces, and public infrastructure (e.g., schools, hospitals, etc.). A list of the type of investments will be provided by the World Bank team during the inception phase of the study.Develop five-year participatory investment plans for the two selected cities that provide strategic guidance to plan, implement and manage priority urban investments. The plans should also include recommendations to consider climate aspects in investment planning and managing. The priority investments should be discussed and assessed with local/national authorities through a participatory planning process.Develop an Operations and Maintenance (O&M) manual for urban investments. The manual should focus on priority investments and their vulnerability to climate and natural disaster risks, technical gaps and recommendations, and quantification of financial needs and strategies to address these. It should include an O&M mechanism and recommendations for its implementation.Prepare municipal level contingency plans for Brazzaville and Pointe-Noire. These plans aim to ensure the continuity of critical basic services in the event of natural disasters.
