The Government of the Republic of Togo has received funding from the World Bank to finance the Projetd''''Appui the Agricultural Sector(PASA ), and intends to apply part of this financementpour set a missiond''''accompagnement " of petitsA(c)leveurs " on setting up a fund rA(c)cupA(c)rationfonctionnel and a supply mechanism vaccinsau Togo.
The objective of this mission is to develop a functional working capital and develop a procurement mA(c)canismeopA(c)rationnel e vaccinest deworming. Specifically lamission the consultant will be to : A. Make an inventory of the supply and distribution system desvaccins and deworming in Togo A. Establish a cadreinstitutionnel working capital with the procedures governing the operation of that fund; A. Submit an operational supply system vaccinationdA(c)parasitantsainsi ns and that measures be taken to ensure the operationalization of the mechanism; A. Develop tools for monitoring and evaluation device of the mechanism inplace A. Clearly define the administrative and financial procedures to be inplace for financing the procurement mechanism and distribution of vaccines and deworming at Togo.Le consultantra main tasks are to : A. Provide a relevant methodology for the implementation of the study; A. Make an inventory of the supply and distribution system and deworming desvaccins Togo, taking intoaccount the existing system before the project A. Analyze the funds recovery system set up by the project etproposer an institutional framework withprocedures governing the operation and management of that fund; A. Submit an operational system for vaccine supply and dA(c)parasitantsainsi that steps be taken to ensure the operationalization of the mechanism; A. Clearly define the administrative and financial procedures to be inplace for financing the procurement mechanism and distribution vaccines and deworming Togo. A. Participate in the animation of the validation workshop.
The minimum required qualifications and skills duconsultant are: A. Being a PhD in Veterinary Science and Medicine ( minimumbac + 5) or any other equivalent A. Justify a minimum of 15 years professional experience A. Asee specific experience of at least ten (10) years in the field of animal LasantA(c) A. Have a good knowledge of issues related to mA(c)canismesd''''approvisionnement veterinary medicines in the WAEMU area in general and Togo in particular; A. Account of proven experience in conducting studies in Togo or unpays with similar conditions; A.Master the French language (knowledge of English will be an asset ) A.
