It is aimed at providing a structured roadmap for strengthening governance, improving training quality, enhancing inclusion, aligning with labour-market needs, and contributing to wider recovery and development efforts. The main objective of this TOR is to recruit an individual consultant to provide technical guidance, facilitate participatory consultations, and develop a comprehensive and feasible three-year strategic plan for Kassala StCVTA. The National consultants will work closely with the ILO PROSPECTS team and Kassala StCVTA to ensure the objectives if the assignment is achieved.
