The consultant will review NESC-s mandate, structure, staffing, procedures, tools and available resources; assess staff skills and priority training needs; and examine services provided to jobseekers and employers, including registration, counselling, vacancy collection, job matching, referrals, data management and reporting. The assessment will also consider the accessibility of services for women, youth and persons with disabilities. The consultant will consult MoLSA, social partners, private employment agencies and selected stakeholders to identify practical areas for coordination. Based on the findings, the consultant will prepare a capacity needs assessment report and a prioritized, implementable capacity development plan indicating responsible actors, timelines and estimated resources.
