The primary objective of this ITT is to advance the ocean data assimilation system at ECMWF to enhance the use of observational data and support the development of next-generation climate reanalyses. Specifically, it aims to establish a more reliable and statistically self-consistent multi-scale ocean Ensemble of Data Assimilation system. Key focus areas include improving ensemble generation techniques, developing anisotropic and multi-scale background error covariance models, enhancing and operationalisation of 4D-Var capabilities, and advancing modelling of correlated observation errors. The tender will also support the development of a capability to assimilate Level 2 Sea Surface Temperature observations. ECMWF intends to award a single Framework Agreement for a period of maximum 30 months, which shall be implemented via a single multi-annual Service Contract expected to commence in January 2026 and with an end date not later than 30 June 2028.
