Tenders are invited for Building Design and Construction Hosting the National Center for Electricity Control and Distribution.

1. The Millennium Challenge Corporation ("MCC") and the Government of BENIN ("Government" or "GbB") have signed a Compact Millennium Challenge Account ("Compact") for Millennium Challenge Account assistance of approximately 375 million US dollars ("MCC Funding") to help reduce poverty through economic growth in Benin. The Government, acting through the Millennium Challenge Account Benin II (MCA-BENIN) ("MCA Entity"), proposes to use a portion of the MCC Funding to pay the authorized payments under the contract covered by this Application. Proposals. Any payment made under the intended contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and disbursement conditions of MCC Funding. No party other than the Government and the MCA Entity may avail themselves of the Compact or claim the proceeds of MCC funding.

2. Benin's energy program comprises four (4) projects namely: (i) Policy Reform and Institutional Strengthening Project; (ii) Electricity Production Project; (iii) Electricity Distribution Project; and (iv) Off-Grid Access Project. The objective of the program is to increase the productivity and output of the enterprise, to generate more economic opportunities for households, and to improve the capacity to provide public and social services by improving the quantity and quality of food. supply of electricity. The Compact will run for a period of five years after the entry into force. The Benin Energy Compact entered into force on 22 June 2017.

3. This Invitation to Tender (IFB) is in accordance with the General Procurement Notices (Compact) No. 2 and published on dgMarket on May 4, 2018, in UN Development Business ("UNDB") on May 7, 2018, on the website of MCA Benin II (www.mcabenin2.bj) on May 4, 2018 and in the local press "The Nation" of May 7 and 14, 2018 "Le Matinal" of May 7 and 11, 2018.

4. MCA-Benin II acting on behalf of the Government of Benin invites qualified bidders to submit their best offer for the Design and Construction of buildings to house the National Control Center (Main Center and Rescue Center).

5. A detailed description of the work and related services is provided in the Tender Documents (Section VII: Buyer Requirements).

6. The Invitation to Tender ("IFB") is open to all eligible entities ("Bidders") wishing to submit an offer.

The contract includes:
• BASE, representing the design and construction of the NDCC main building;
• OPTION 1, representing the design and construction of the National Emergency Control Center (BUNDCC) building, a replica of the NDCC main building with the aim of providing a redundant hot standby control center; and
• OPTION 2, representing the design and construction of facilities (presumably a football field and small structures) as a compensation measure for those affected by the project;
• OPTION 3, representing the carrying out of Environmental and Social Impact Assessment, Health and Safety (ESIA) including public consultations and information (Akassato - option 3A, and Bohicon option 3B);
• OPTION 4, representing the possible management of contaminated soils;
• OPTION 5, representing modifications and minor work in the substations to allow the RTUs to connect to the NDCC SCADA system.

7. A Bidder will be selected as part of the Open Bidding (IFB) procedures as described in the Bidding Documents sections accompanying this Tender Notice. Bidders are advised that these procedures are governed by the MCC Program Procurement Guidelines (MIP), which can be found on the MCC website: www.mcc.gov.
Although these procedures are similar to those described in the World Bank's Standard Construction Bidding Documents, there are several significant differences and companies are encouraged to carefully review these instructions.

8. The complete tender dossier, including the letter of invitation, the requirements of the Buyer, the drawings and graphics will be made available to interested bidders after registration, by electronic download on the website of MCA-Benin II. In addition, after registration, the same complete set of tender documents on a CD can be obtained from the offices of the Millennium Challenge Account - Benin II, at the address below.

9. The Tender Package includes the following sections: Section I: Instructions to Bidders: This section provides information to help potential bidders prepare their bids; it also describes the procedures for the submission, opening and evaluation of tenders and the award of the proposed contract; Section II: Tender Data Sheet: This section contains specific provisions for this contract that supplement and adapt Section I, Instructions to Bidders; Section III: Bidder Bid Review, Evaluation Criteria and Qualification Requirements: This section specifies the qualifications required of the bidder and the criteria to be used to evaluate the bid; Section IV: Tender Forms: This section provides the forms that must be completed by a potential bidder and submitted as part of a potential bidder's total bid; Section V. Owner Requirements: This section contains the volumes of information that describe in more detail the work to be designed and constructed and includes the price schedule, the requirements of the Owner and the plans;
Section VI: General Conditions of Contract ("GSC"): This section contains the contract form to be entered into by MCA entities for the design and construction of design-build projects; Section VII: Special Conditions of Contract ("CDP"): This section contains specific contract terms that have been developed by MCC to supplement the CGC and will be used by the MCA Entities in Design-Build Contracting; Section VIII. Grant Intent Notification Form: This section contains the intent to award notification form that the MCA Entity intends to use to notify the successful bidder that the MCA Entity intends to award the contract to that Bidder at the expiry of the bid challenge period and the resolution of all bid challenge issues that may be submitted; and Section IX. Appendix to Special Conditions - Contract Forms: This section contains forms that, once completed, will form part of the contract.

10. 11. A site visit and a pre-submission meeting will be arranged as detailed in the Tender Data Sheet ("FDAO"), Section II of the solicitation document. Participation is not mandatory but is strongly recommended to all interested bidders or their representatives.

12. All tenders must be accompanied by an offer security in the form and amount specified in the Tender Data Sheet ("FDAO").

13. The closing date for receipt of tenders is 31 August 2018 at 10:00 local time in Cotonou, Benin. Tenders received after the deadline will not be considered and will be returned unopened, if the tenderer so requests and at his own expense. Please note that electronic submissions are not accepted. 1. The Millennium Challenge Corporation ("MCC") and the Government of Benin (the "Government" or "GoB") have entered the Millennium Challenge Compact for Millennium Challenge. "Compact") in the amount of three hundred and seventy-five million United States Dollars ($ 375, 000, 000), ("MCC Funding"). The Government, acting through the Millennium Challenge Account-Benin II (the "MCA
Entity"), aims to apply a portion of the MCC Funding to eligible payments under a
contract for which the Request for Proposals is issued. Any payments made under the
proposed contract will be subject, in all respects, to the terms and conditions of the
Compact and related documents, including restrictions on the use of MCC funding and
conditions to the disbursements of MCC funding. No party other than the Government
and the MCA-Benin II shall derive from the
MCC Funding.

The Benin power program consists of four (4) projects: (i) Policy Reform and Institutional Strengthening Project; (ii) Electricity Generation Project; (iii) Electricity Distribution Project; and (iv) Off-grid Electricity Access Project. MCC's assistance will be provided in a manner that is consistent with the need for economic growth in Benin.
