For the new construction of the justice center in Cologne, the reduction of the energy requirements for the buildings should be considered (low tech) as well as the creation of a concept for energy supply, electricity, cold and heat.

With around 1, 800 employees, the Cologne Justice Center is the largest court center in North Rhine-Westphalia. The structural substance of the existing justice building at Luxemburger Strasse 101 in Cologne has significant deficiencies that prevent its continued operationimpossible in the foreseeable future. The technical equipment is now outdated and no longer meets the current requirements for a justice building and for climate protection. The requirements for the Cologne Justice Center have changed significantly over the last 40 years. EspThe higher number of court proceedings has resulted in a significantly greater need for space. In addition to these reasons, the unsatisfactory urban development situation and the planning to expand Cologne's inner green belt also require a reorganization of the area and a new buildingcomplex for the Cologne Regional Court, the Cologne District Court and the Cologne Public Prosecutor's Office. The basic urban development figure has already been clarified through the urban development competition "New Cologne Justice Center", which was decided at the end of 2022.
