The World Bankeducation project in Madagascar financed the set-up of Community EarlyLearning Centers (CELCs) in remote areas with active community involvement, such as parents and teachers- association. These early learning centers areattached to the closed public primary schools but are located closer to thevillages to avoid long walks for young children. The project provided star-tup grants for 1000 early learning centersacross the country The grant package included recreational materials (play kits, etc.), and a 10-month yearlysubsidy for educators. Educators were trained in early childhood education. 85 000 children attended the CELCs.The World Bank is looking to hire a researchfirm to conduct a mixed method study targeting parents and primary caretakers of young children, and specifically focusing on mothers. The study would seekto understand how enrolling children aged 3-5 in community early learningcenters (CELCs) affect time-use of parents and perceptions. The study will consist of keyinformant interviews with a representative number of parents, particularlymothers and with focus group discussions with children-s primary caregivers(parents, grandparents, siblings, educators and other community members…).
