The Government ofthe Kingdom of Lesotho, with support from the World Bank, is implementing thePathways to Sustainable Livelihoods Project (PSLP) through the Ministry ofGender, Youth, and Social Development (MoGYSD). A key component of this projectis the Economic Inclusion Program (EIP), which provides a sequenced package ofsupport such as training, productive grants, savings mechanisms, and coaching tohelp poor and vulnerable households enhance their livelihoods. To assess theeffectiveness and cost-efficiency of the EIP, the World Bank, in collaborationwith the Government of Lesotho and Catholic Relief Services (CRS), isconducting an impact evaluation. The baseline phase of this evaluation isscheduled for mid-2025 and will cover five community councils namely Bolahla;Metsi-Maholo; Phuthiatsana; Thaba-Mokhele; and Tosing. The evaluation will usea randomized controlled trial (RCT) methodology and will include approximately3, 750 eligible households across 300 villages, assigned to one of three groups:a control group, a group receiving the full EIP package, and a group receivinga version of the EIP without coaching and mentoring.The World Bank seeksto engage a highly qualified survey firm to conduct the baseline survey for theEIP. The survey instrument will be designed and programmed by the World Bank-sresearch team in SurveyCTO (based on Open Data Kit), and will cover multipledomains, including economic, social, and demographic indicators. The selectedfirm will be responsible for the full implementation of the data collectionprocess. This includes field preparation, translation of the instrument intolocal languages, pilot testing, and the development of detailed trainingmaterials and fieldwork protocols. The firm will recruit and train interviewersand field supervisors, manage all logistics for field deployment, and overseethe tablet-based data collection.
