Expression of Interest are invited for Baseline Data Collection for the Frutas & Legumes (F&L) Project Guinea-Bissau (Gb).
A. The International Finance Corporation proposes to conduct a baseline data collection exercise, which will include topics on agri techniques, food consumption, access to finance, and gender. The data collection, aimed at farmers, will be conducted in two rounds: baseline and end-line. IFC is looking to hire an experienced survey firm to conduct the first round of data collection the baseline data collection in Guinea-Bissau as part of an assessment of the impact the project has made.
B. About the cashew and mango growing sector in Guinea-Bissau
The cashew sector is core to Guinea-Bissaus economy. Cashews are cultivated by 55 percent of Guinea-Bissaus rural households and account for over half their income. The sector also represents 90 percent of Guinea-Bissaus export revenues. Frutas & Legumes (F&L) is a vertically integrated organic cashew and mango export company in rural Guinea-Bissau (GB), a Fragile and Conflict-affected Situation (FCS) country, the 9th poorest country worldwide. The Company currently cultivates cashew, mangoes, and avocado as well as operating a mango plant with capacity to grade and pack for exports.
The two main export products of the company (cashew and mango) are 50% sourced from its own plantations, and 50% sourced from Agrieco which is a small scale farmer outgrower scheme comprised of 400+ farmers - 30% of them are women - who receive seeds, financing, access to markets and certification assistance. In turn, these farmers provide exclusive supply of cashews and mangoes to the Company. Agrieco`s products are not marketable in the EU due to a chronic lack of farming and cultivation expertise, and failure to manage existing assets and production. Some efforts to train farmers have been made, but sustaining such a program require resources and expertise that are beyond F&Ls capabilities.
IFC aims to support the company in creating a new export market in the country through the diversification of its offering (adding dried mango), and introduction of new agri products.
C. Project description and objectives
IFC - through a joint Investment and Advisory services engagement - aims to support F&L to attain its growth objectives by increasing the quantity and quality of products that can be exported to the EU market.
The main objective of the Advisory Services project is to complement the IFC`s proposed investment to ensure the efficiency and sustainability of the company`s proposed operation.
The project will:
- improve capacity of farmers and out growers on growing cashew and mango,
- strengthen Agrieco to comply with European Union (EU) market requirements;
- support the company`s efforts to efficiently diversify production of fruits and vegetables.
At the end of the project:
- Farmers that supply products to the company will have adopted better farming practices;
- Agrieco`s farmers, suppliers to the company, will have received training on management practices that will allow better service of its members and reliable supplier to F&L;
- Agrieco`s products will be certified organic and marketable in the EU;
- The company will include dried mango in its portfolio of products.
Main project objectives:
This project will be implemented over 3 years and will have the following components:
Component 1: Strengthening farmers capacity
This component aims to improve farmer`s technical and managerial capacity in order to increase their income.
Famers will be trained on:
I. Better agricultural practices such as tree husbandry (pruning, fertilization, harvesting techniques, selective picking etc.) so as to improve the percentage of fruit likely to meet the export grade when arriving at the grading / packing plant and thus contribute to increase stallholders income;
II. Better farmer organizations management that will enable farmers to improve yields through use of inputs and better access to finance.
Component 2: Accompany the company`s extension and diversification project
This component aims to support the company`s efforts to efficiently diversify its production by:
I. Identifying the most suitable and attractive crops for farmers;
II. Providing technical assistance for the implementation of its processing units.
Component 3: Impact assessment and sharing knowledge
As Guinea Bissau is categorized as FCS country, it is important to assess the IFC`s impact on farmer`s livelihoods.
To ensure the accuracy of the M&E system and data, the project will:
I. Conduct a gender mapping to assess the scope and the impact of the project on gender;
II. Conduct a baseline study by using - among others - the SWIFT tool (a household income and poverty estimation tool developed by the World Bank);
III. Ensure regular assessment analysis for benchmark.
D. Scope of work and objectives of assignment

IFC is looking to hire an experienced survey firm to conduct the first round of data collection the baseline data collection in Guinea-Bissau as part of an assessment of the impact the project has made through a) strengthening the capacity of Agrieco`s farmers in order to increase yields through use of inputs and better agricultural practices; b) supporting the company`s efforts to efficiently diversify its production of fruits and vegetables, thereby helping farmers to improve their livelihoods and (c) improving farmer organizations management that will enable farmers to improve yields through use of inputs and better access to finance.
The questionnaire will likely include questions on income/livelihood, business skills/management, gender smart solutions and food security/consumption. The survey firm will work closely with staff from IFC and is expected to provide regular updates over email or telephone.
The impact assessment methodology will be developed by IFCs Development Impact unit in partnership with F&L, and will include qualitative and quantitative research methods. Comparison of data collected at pre- and post-intervention level will allow an assessment of the projects impact.
The survey firm will collect data from 400 farmers. The firm is expected to interview approximately 400 smallholder farmers- 30% of them are women. Given that women are involved in the farming of cashew and/ mangoes, the assessment will include a gender survey for the smallholder farmers (with a sufficient number of men and women included into the sample). The gender-related questions will be provided by IFCs Gender Secretariat.
Prior to conducting interviews the firm will review the questionnaires with IFC to ensure that all questions are aligned with the local context and practices.
The external firm is responsible for logistics and inviting respondents to participate. Data collection should occur at the farm/home sight of the respondent. GPS coordinates for all sampled smallholders at their farm or home must be recorded at the time of the interview or at the very least GPS coordinates should be collected from the farm/home of the respondents.
The external firm is to conduct the following:
Step 1: Brief desk review of existing project documents and external documents that are identified as relevant. The end result of this will lead to the inception report which provides a detailed plan for completion of the assignment
Step 2: Hiring and training of enumerators with IFC Staff and F&L Staff invited to attend (attendance will be at the discretion of IFC and F&L)
Step 3: Finalization of questionnaire: review and translation as well as pilot testing of questionnaire which can be done as part of enumerator training
Step 4: Data collection in the field which will include capturing of GPS data points through tablet (CAPI) technology
Step 5: Code and clean data set prior to transmission to IFC
