Consultancy Services for
Automated Detection of Reservoirs and Dam Bodies Using Satellite Images and Estimation of Dam Deformations with Interferometry Synthetic Aperture Radar (InSAR) in Angola
The Disruptive Technologies for Development (DT4D) initiative of the World Bank aims to provide innovative solutions to development agenda through the use of state-of-art technologies. Disruptive Technologies for Detecting Dams and Determining Deformations is one of the pilot projects implemented under DT4D.
Given the situation that there are more than 300 dams in Angola and that most of the small- and medium-sized dams are not registered nor properly managed by the government, the objective of this consultancy services is to develop and validate open-source semi-automated algorithms to: (1) Detect artificial reservoirs, and identify basic dam properties (geometry, size, type of dam) and delineate the dam bodies attached to the reservoirs as shape file using satellite remote sensing and GIS; and (2) Test and systematize the use of Interferometry Synthetic Aperture Radar (InSAR) to detect millimeter-scale deformations in dams in Angola. The scope of the consultancy services shall include but not limited to the following:
1-1: Preparation of training data
1-2: Selection of analytical algorithms
1-3: Elaboration of selected method using the pilot sites
1-4: Full implementation for the entire Angola
2-1: Test InSAR technology on Angolan Dams
2-2: Systematize the approach
2-3: Operationalize the approach
The consultancy contract period is expected to be about 5 months.
The World Bank now invites eligible consulting firms (Consultants) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to perform the services through World Bank Group eConsultant2: https://wbgeconsult2.worldbank.org/wbgec/index.html.
Consultants are requested to limit the number of full CVs included in their EOI documents to no more than 3 key individuals who will be likely to feature prominently in any potential subsequent offer during the RfP stage.
The short list criteria are:
Experience in water body mapping and monitoring using remote sensing, and in developing and applying low-cost methodologies to use remotely sensed data for earth observation;
Experience in the use of InSAR to detect deformations in built infrastructure, preferably dams;
Experience in working in sub-Sahara Africa region or similar developing country context is an added advantage
Consultants should provide information such as their roles in executing the above services whether as a sole provider or a partner in a joint venture indicating percentage by value of its share of services provided; provide details of scope of services of each assignment to demonstrate suitability for this assignment. Statements of related assignments completed in the last five years. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualification.
