Expression of Interest are invited for Auditing of Project Resources.

I - BACKGROUND

The Government of Angola (Government) has received a loan from the African Development Bank (AfDB) to cover the cost of the Cabinda Province Agriculture Value Chains Development Project (CPACCDP) and intends to apply a portion of such loan for payments under the contract for Financial Auditing of Project Resources Managed by the Project Management Unit.

The development objective of the project is to contribute to food and nutritional security, employment generation and shared wealth creation along the commodity value chain. The specific project objectives are to increase farmers’ food and nutrition security and incomes through increased agricultural output and value addition. The Project will also contribute to enhance income of small and medium enterprises engaged in input supply, production, processing, storage and marketing of selected commodities on a sustainable basis.

The Financial Auditor is responsible for the formulation of an opinion on the project financial statements (PFSs) based on the audit conducted in accordance with ISAs (International Standards on Auditing) issued by the IAASB (International Auditing and Assurance Standard Board) or ISSAIs (International Standards of Supreme Audit Institutions) issued by the INTOSAI (International Organization of Supreme Audit Institutions) or National Auditing Standards. The auditor is expected to carry out tests to confirm that:

(a) All funds including counterpart funds have been used in accordance with the conditions of the financing agreement, with due attention to economy and efficiency and only for the purposes for which the funds were provided;

(b) Goods, works and services financed have been procured in accordance with the loan agreement; and have been properly accounted for;

(c) Appropriate supporting documents, records and books of accounts relating to all project activities have been kept.

(d) Special accounts have been maintained in accordance with the provisions of the loan agreement and in accordance with the Bank’s disbursement rules and procedures;

(e) The financial statements have been prepared by project management in accordance with applicable financial reporting framework.

(f) Project’s fixed assets are real and properly evaluated and project property rights or
related beneficiaries’ rights are established in accordance with loan conditions; and
(g) Ineligible expenditures have been properly identified
The Cabinda Province Agriculture Value Chains Development Project (CPACCDP) now
invites eligible consultants (firms) to indicate their interest in providing these services.
Interested consultants must provide information indicating that they are qualified to perform the
services (brochures, description of similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc.). Only consultants from the African
Development Bank member countries are eligible to submit their expression of interest (the list
of member countries is available at http://www.afdb.org/en/about-us/corporateinformation/members/).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in
accordance with the African Development Bank’s “Procurement Framework for Bank GroupFunded Operations Consultants”, dated October 2015”, which is available on the Bank’s
website at http://www.afdb.org.
