Tenders are invited for Assistants Techniques DPH/MT.

To achieve their strategic goals, health programs need patients to have continuous access to quality drugs. As a result, the design of the efficient and sustainable supply chain system for medicines and other products is important for the success of health programs.
Specific objectives
· Coordinate the activities of the supply chain
· Implement LMIS in accordance with internationally accepted standards with appropriate training approaches taking into account the Nigerian context,
· Making LMIS functional for all three diseases: LMIS generates the information needed for strategic decision-making
· Ensure that the quantification committees are functional
· Provide DPH / MT support to develop strategic input security strategy,
· Provide support for all activities deemed relevant by the management of the DPH / MT and in support of the supply chain:
-Development of a supervision strategy, coaching, monitoring supply chain management activities as well as the holding of feedback workshops of the said supervision,
- regular availability for reporting actions in LMIS (Malaria, HIV / AIDS, Tuberculosis)
follow-up of LMIS training needs and establish an annual training plan for supply chain actors
-Establishment of a budgeted plan for continuing education and initial training of supply chain actors in relation to the LMIS and the logistics of health products
-Validation of supply chain performance indicators (in collaboration with technical assistance) and supply chain actors and monitoring, availability of procurement budgets for strategic inputs for planned purchases (partners technical and state),
-Development, budgeting, validation and implementation of post-marketing quality control strategy
-Coaching regional pharmacists in setting up their pharmaceutical information monitoring activities.
-This Technical Assistance should help the DPH / MT to identify the strategic actions that will enable DPH / MT to improve the performance of the supply chain. The consultant will report regularly to DPH / MT and on a quarterly basis to SCI management.
Expected results

DELIVRABLES
This Technical Assistance should help the DPH / MT to identify the strategic actions that will enable the DPH / MT to improve the performance of the supply chain. The consultant will report regularly to DPH / MT and on a quarterly basis to SCI management.

DURATION OF THE MISSION
The mission will be spread over a period of seven months (June-December 2018).
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
· Being a Pharmacist or specialist in purchasing and inventory management of pharmaceuticals and medical inputs in the management of Tuberculosis, HIV and Malaria.
· Have a good experience in the evaluation and implementation of Logistics Management Information System (LMIS) in Africa and ideally in West Africa
· Have implemented an end-to-end LMIS within the last 7 years.
· Have a good knowledge of pharmaceutical regulations,
· Have held a similar position in the last 7 years,
· Have a good knowledge of the security of the inputs (commodities security),
· Have a good knowledge of quantification and supply planning tools (Quantimed®, QuanTB®, Pipeline®, ect)
· Have experience (having at least 10 years of experience) in supply management, inventory inputs including coordination of actors in the supply chain.
· Have experience in mapping TB, HIV and Malaria input financing, and gap analysis.
· Have management experience in the medical-pharmaceutical field as well as knowledge of the procedures of International Donors (see World Bank, European Union, USAID, Belgian Technical Cooperation and the Global Fund)
· Have a very good communication and a good sense of interpersonal relationships.
· Ability to work with national counterparts to build capacity.
· Have the ability to lead working groups.
· Have the spirit of initiative and organization.
· Have a good knowledge of computer tools (World, Excel, etc.).
· Have a very good command of French and English.
