AMI N ° 001 / PR / MDEM / PRMP / PERECUT / 2021

1. The Government of the Togolese Republic has received funding with the French Development Agency (AFD), the European Union (EU) and German financial cooperation through the Kreditanstalt für Wiederaufbau (KfW), and intends to use part of the amount of these financing to make payments for assistance services to the contracting authority of the Project for the Extension of Electricity Networks of Urban Centers in Togo (PERECUT).

2. PERECUT aims to improve electricity coverage and population access to continuous, good quality and sustainable electrical service through the rehabilitation and extension of electrical distribution networks in 53 urban centers spread across the five (5) economic regions of Togo. As part of the rehabilitation, strengthening and extension of networks, this involves building 190 km of Medium Voltage (MV) lines, 1, 660 km of Low Voltage (LV) lines, the acquisition and installation of 381 transformer stations of the public distribution type in the project areas, as well as the acquisition of connection equipment that can benefit any connection to the national grid. The estimated duration of the Consultant's mission is thirty-eight (38) months.

3. The services of the Consultant will be aimed at:


• proofreading and finalizing the Bidding Document (s) relating to the acquisition of materials and the performance of the works;
• assistance to the Client in the procurement process;
• validation of business confirmation studies;
• validation of technical files and diagrams before ordering equipment;
• acceptance of equipment in the factory and on site;
• supervision and control of the execution of works, including on environmental and social matters;
• validation of tests for commissioning and provisional and final acceptance of works;
• preparation of periodic reports for monitoring and controlling the work of companies.

4. The Delegate Ministry in charge of energy and mines invites Applicants to express their interest in providing the Services described above.

5. This Call for Expressions of Interest is intended for consultancy firms

6. The eligibility criteria for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts financed by the AFD. AFD in foreign countries ", available online on AFD's website: http://www.afd.fr.

7. Applicants can only submit one application in their own name or as a Group. If an Applicant (including the member of a Grouping) submits or participates in several applications, these will be eliminated. On the other hand, the same Subcontractor can participate in several applications.

8. If the Candidate is constituted as a Group, the Expression of Interest must include:
• a copy of the Grouping agreement concluded by all of its members,
or
• a letter of intention to constitute a Group, signed by all its members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Sub-contractors.
The references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications.

9. Interested Applicants must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references of recent and similar services.

10. The similarity of the references will be analyzed according to:
• The size of the markets; “Duration and amount of supervised works contracts”
• The nature of the Services (site supervision, including environmental and social issues);
• Field and technical expertise (work on MV and LV networks with MV / LV transformer stations);
• The geographic context (in the region and in the language of the Client);

11. The Client will also examine the relevance of the Expressions of Interest with regard to the following criteria:
• Internal skills and availability in terms of technical support provided to experts located in the country;
• Local correspondents / partners;
• Applicant's quality assurance and certifications procedures: ISO 9001.

12. Due to the security risk in the areas where the Services are to be performed, the evaluation of Expressions of Interest will verify that the applications meet the following criteria:
• The Candidate has at least one experience of providing services in a similar security risk area, for which he will provide proof of the implementation of security measures (invoice or contract with security service provider, proof of security awareness before departure on site, etc.).
• The Candidate has internal security management procedures: he will provide a description of his monitoring system and his crisis management system.
• The Candidate has, for services performed abroad, an assistance and repatriation contract for his employees: he will provide the justifying certificate.
• The Candidate will describe his standard process for preparing for departure on a mission in sensitive areas, and will attach supporting documents for its implementation (mission orders with associated instructions, certificates of awareness-raising or training actions, etc.).
In the event of a Grouping, its agent and any member having its registered office outside the Customer's country must meet each of these criteria.

13. In addition, the candidate must attach to his expression of international interest the other following documents:
For community enterprises (UEMOA countries):

i. Valid economic operator card or any equivalent document;
ii. Extract from the trade and movable property credit register;
iii. Certificate of non-bankruptcy dated less than three (03) months;
iv. Tax clearance dated less than three (03) months;
v. Certificate from the labor inspectorate and social laws (ITLS) dated less than three (03) months;
vi. Current social discharge;
vii. Certificate of payment of the parafiscal regulation tax dated less than three (03) months.
For foreign companies

i. Extract from the trade and movable property credit register;
ii. Certificate of non-bankruptcy dated less than three (03) months;
iii. Certificate of payment of the parafiscal regulation tax dated less than three (03) months.
With the exception of the tax discharge and the certificate of payment of the parafiscal regulatory tax which must be provided in original, all other documents can be legalized copies.

14. A consultant will be selected according to the following method: Quality / cost selection as described in the Consultants Guidelines.

15. The Deputy Minister in charge of energy and mines will draw up a shortlist of six (6) maximum Candidates, preselected on the basis of the candidatures received, to whom he will send the Request for Proposals for the performance of the required Services.

16. Expressions of Interest must be submitted to the address below by Monday, May 17, 2021 at 9:00 am at the latest.
