Expression of Interest are invited for Assessment of MV X-Border Electrification Potential

The assignment shall involve the recruitment of a qualified and experienced International Consultant to assess the viability of creating medium voltage cross-border electricity interconnection points between Cameroon and Gabon as well as Cameroon and ROC in addition to identifying appropriate institutions to manage this endeavour during implementation and operation. The Consultant shall:

Ø TASK 1: Collect and analyse data, including the holding of discussions with key institutions to, among others,

o Determine the extent of electrification grids existing along the borders between Cameroon and Gabon as well as Cameroon and ROC (up to 60 km from each side of the border),

o Catalogue ongoing electrification projects in the region as well as planned projects[1]

o Review institutional, implementation and O&M arrangements for the development of existing MV cross-border networks

o Evaluate the disparity/gaps in electricity access between males and females

Ø TASK 2: Identify potential communities in Cameroon and Gabon as well as Cameroon and ROC that could be involved in MV cross border electrification projects,

Ø TASK 3: Propose an institutional framework to govern the implementation and operation of each of the MV cross border electrification projects, including the identification of appropriate institutions in the involved countries as well as propose Terms Sheet of possible commercial and contractual arrangements,

Ø TASK 4: Undertake field verification and/or validation visits to prospective project sites to obtain and verify/validate the project and technical parameters, which shall include but not be limited to actual distances of the MV and LV systems.

Ø TASK 5: Propose conceptual designs and drawings for the implementation of the MV cross border electrifications (including low voltage systems and service connections to beneficiaries)

Ø TASK 6: Perform a high level Environmental and Social Impact Assessment in order to identify potential benefits as well as impacts and propose possible mitigation measures.

Ø TASK 7: Propose cost estimates for the implementation of the MV Cross Border Projects, including mitigation measures, as well as the deployment of the institutional framework including capacity reinforcements of the identified institutions that shall be involved in the implementation and operation of the MV cross border electrification projects,

Ø TASK 8: Perform a high-level economic and financial analysis to determine among others, justification for the project.

Ø TASK 9: Conduct risk analyses encompassing technical, contractual, environmental & social and financial risks.

Ø Task 10: Conduct an assessment on the potential for productive uses of electricity and efficient use of electricity in the beneficiary communities.
