Tenders are invited for Artemisinin-Based Combination Therapy (ACT) Pharmaceutical Market Expert Opportunity.

Malaria Consortium is recruiting for a Consultant on ACT Pharmaceutical market development to work in Nigeria. In 2017, NMEP developed a Private Health Sector ACT Sustainability Plan for Nigeria however the GFATM is not looking to extend the ACT copayment mechanism beyond the last orders which were delivered in the first quarter of 2018.

The national transition plan will guide the process in introducing an alternative arrangement to the ACT co-payment mechanism. The Consultant will work with a small team of national experts (national private sector expert, national commercial/finance expert, national pharmacist, national market development expert) to provide technical assistance to the National Malaria Elimination Programme (NMEP) and work with in-country stakeholders to develop a transition plan for the ACT Private Sector Co-payment Mechanism (PSCSM).

The consultant will:

? liaise with key in-country stakeholders expected to contribute to the development process of the national transition plan

? lead the development, by working closely with NMEP and the project team, of a national transition plan which should include an implementation framework and results measurement.

? lead the design and writing of an ACT market share analysis for quality-assured ACTs (pre-qualified, NAFDAC approved)

? lead the design of an ACT value chain analysis for quality-assured ACTs (pre-qualified, NAFDAC approved) of which the findings should inform the development of the transition plan

? participate in a key stakeholder consultations to gather perspectives, and provide technical assistance to NMEP; the role of parasite-based diagnosis will be an addition to the implementation framework.

? review existing published and unpublished documents and extract data or information relevant to the national transition plan

The successful candidate will have:

? A post-graduate qualification in a pharmaceutical related field

? Substantial experience in anti-malarial commodities such as Artemisinin-based Combination Therapies is essential

? Substantial experience in anti-malaria commodities in Nigeria is desirable ? Familiarity with current global trends in malaria pharmaceuticals, and challenges and opportunities in increasing access to ACTs through the private sector

? Experience working with national and international pharma

? Excellent written and oral communications skills
