On the one hand, the EU ETS is intended to ensure sufficient investment incentives through a shortage of emission certificates available on the market, but on the other hand, energy-intensive industries must also be protected at all times from excessive emissions Cost burdens and the risk of the resulting churn can be ensured. This leads to two main focuses of the investigation: 1. Various measures can influence supply and demand in the EU ETS for emission certificates and thus also the CO2 price. What is required in this study is a quantity and not a price analysis. This concerns e.g. B. the development of the EU ETS emission limit (“cap”), including through the linear reduction factor, the market stability reserve or the crediting of negative emissions, international certificates or CO2 usage (CCU). The contractors should develop and use a calculation model through which the effects of various measures on the total amount of emission certificates available to the market over time, can be presented and quantified. The evaluations provide the basis for assessing the industrial policy and competition effects of the upcoming ETS reform on the German economy industry. 2. The free allocation of emission certificates is crucial for the competitiveness of energy-intensive industries and their carbon leakage risk, but depending on the design, it also has side effects entrepreneurial investment decisions in climate protection technologies. The adjustment of the sector benchmark values in the EU ETS and the gradual introduction of the CO2 border adjustment will change the allocation of free emission certificates. Specifically, there could be a reduction in free allocation in many sectors, which would entail higher costs for affected companies; or through the planned “fast track” change to the benchmark...
